Agriculture is the foundation of our country.China has attached great importance to the development of agriculture for a long time. The 19th National Congress of the Communist Party of China attached great importance to green development. It is required to speed up the establishment of the legal system and policy guidance of green production and consumption, and establish and improve the economic system of green low-carbon circular development.Among the key issues of agricultural green development, the ecological compensation of cultivated land is related to the vital interests of every farmer, because the ecological compensation mechanism of cultivated land in China is still in the development stage. There is no unified standard for the calculation method of cultivated land ecological compensation standard. In the calculation of cultivated land ecological compensation standard, most of them are based on the normal operation of cultivated land, using the principle of externality to quantify the ecological value as compensation price. There are few researches on the ecological compensation standard of cultivated land under the situation of agricultural green development. In this paper, the ecological compensation price of cultivated land under the situation of agricultural green development is calculated reasonably, and the scientific and reasonable ecological compensation standard of cultivated land for agricultural green development is formulated, which provides the basis for relevant departments to formulate policies. In terms of research methods, this paper takes Tianjin as an example, focuses on the ecological compensation of cultivated land under the green management in the green development of agriculture, calculates the ecological service function improvement of cultivated land in Tianjin after the green management, and explores the determination of the ecological compensation standard of cultivated land under the green development of agriculture. The idea of model construction is from four aspects:reducing the ecological function improvement of chemical fertilizer and pesticide use, reducing the ecological function improvement of plastic film use, improving the ecological function of water-saving agriculture and reducing the ecological function improvement of greenhouse gases. The ecological service function of cultivated land before and after green management is calculated, and the conversion coefficient is calculated based on the ecological footprint and ecological carrying capacity of cultivated land. The conversion coefficient is used to convert the ecological service function of cultivated land into specific compensation price. The results show that the ecological function improvement of reducing the application of chemical fertilizer and pesticide is 797.35 yuan/hm~2,the ecological function improvement of reducing the use of plastic film is 156.15 yuan/hm~2,the ecological function improvement of water-saving agriculture is 719.15 yuan/hm~2,the greenhouse gas improvement is 210.18 yuan/hm~2,a total of 1882.83 yuan/hm~2,the conversion coefficient is 1.1371,and the standard reference price of ecological compensation of cultivated land in agricultural area is 2140.97 yuan/hm~2It can be seen that the increase of green management of cultivated land is mainly reflected in reducing the use of chemical fertilizers and pesticides and water-saving agriculture, which is more in line with the actual situation of Tianjin and has certain applicability.According to the research results, scientific and reasonable farmland ecological compensation standards can improve the corresponding farmland ecological compensation mechanism, which is conducive to the healthy and orderly development of agricultural green.
