Cultivated land is the foundation of human survival and development,and also the basic guarantee of a country’s prosperity and stability.The protection of cultivated land is closely related to the food security,economic sustainable development and social stability of the country and region.Cultivated land not only has production function,social function,but also has good ecological function.For a long time,people only see the production function of cultivated land and ignore the ecological function of cultivated land,and the ecological value of cultivated land has externality,so people often cause serious damage to the ecological value of cultivated land in pursuit of short-term economic benefits.Therefore,it is of great significance to study the ecological value of cultivated land and its compensation.Fuzhou is located in the east of Jiangxi Province The southern part is located in the southern part of Ganpo Plain,and the cultivated land area is of high quality,which is an important grain producing area in China.With the development of economy and the rapid expansion of urban scale,the cost of cultivated land occupation is low and the compensation for the ecological value of cultivated land is lacking.This article takes Fuzhou as the research object,through the construction of the county cultivated land ecological compensation quantity,makes the cultivated land ecological value external benefit internalization has the evidence to follow,provides the scientific basis and the concrete quantification standard for the cultivated land ecological compensation,thus enables the protected cultivated land farmer and the organization and the lost cultivated land farmer to obtain the effective benefit compensation,for strengthens the cultivated land protection,guarantees the grain security Sustainable economic and social development is of great significance.Based on the theory of ecological value,ecological footprint and ecological compensation model,this paper quantifies the ecological value of county cultivated land in Fuzhou by means of equivalent factor method and function value method,and then uses"national ha"instead of"global ha"to optimize ecological footprint and ecological carrying capacity model.In addition to the"safe rateThe reduction rate of risk adjustment value determines the farmer’s angle based on cultivated land expropriation ecological compensation of cultivated land per unit area.So that the calculated amount of ecological compensation of cultivated land has practical maneuverability,which can reflect the real value of ecological resources of cultivated land.The main findings are as follows:(1)From 2009 to 2017,the ecological positive value of cultivated land per unit area in Fuzhou showed a trend of first rising and then decreasing;from 2009 to 2017,ecological negative value fluctuation trend of cultivated land per unit area in Fuzhou shows an upward trend from 2009 to 2011 and a downward trend from 2012 to 2017,of which the ecological negative value of cultivated land per unit area in 2017 is904.67 CYM/hm~2,which is about 19.99%higher than that in 2009.From the analysis of 11 counties(districts)in Fuzhou,the ecological positive value of cultivated land per unit area far exceeds its negative value;from 2009 to 2017,the annual average ecological net value of cultivated land per unit area in Fuzhou County,of which Nancheng County ranked first as 27940.7 CYM/hm~2,Dongxiang District was at the last 18163.78CYM/hm~2,maximum value of Nancheng County was 1.50 times the minimum value of Dongxiang District.(2)From2009 to 2017,the ecological carrying capacity of per capita cultivated land in Fuzhou showed a downward trend overall,which decreased by 0.0068 hm~2/people in 2017 compared with 2009.The per capita ecological footprint of cultivated land resources in Fuzhou shows a fluctuating and increasing trend,and the range of change is between 0.1280 hm~2/people and 0.1344 hm~2/people.During the period,the ecological surplus of cultivated land in Fuzhou was smaller and more stable,and the per capita ecological surplus of cultivated land decreased by 0.0246 hm~2/people,by30.90%.From the analysis of 11 districts and counties in Fuzhou,the ecological surplus state of cultivated land in Fuzhou has been on the decline trend.Maximum Jinxi County(0.0853 hm~2/people)is 2.14 times the minimum value Zixi County(0.0399 hm~2/people).(3)From the perspective of ecological protector of cultivated land:in 2017,the ecological compensation standard of unit cultivated land in fuzhou was 4146.63CYM/hm~2;the ecological compensation standard of unit cultivated land in fuzhou city ranges from3131.81 CYM/hm~2(dongxiang district)to 5195.82CYM/hm~2(guangchang county),the highest value of Guangchang County is 1.66 times the lowest value of Dongxiang District;in 2017,the amount of ecological compensation for cultivated land in Fuzhou was 1.41734 billion yuan and the range of ecological compensation for cultivated land in Fuzhou was from 31.23 million yuan(Zixi County)to 277.42 million yuan(Linchuan District),of which the maximum value of Linchuan District was 8.88 times the minimum value of Zixi County.From the perspective of farmers based on cultivated land expropriation:In 2017,the ecological compensation standard for farmland expropriation in county areas of fuzhou city ranged from 2.007×10~5CYM/hm~2(dongxiang district)to 3.017×10~5CYM/hm~2(nancheng county),the highest value of Nancheng County is the lowest value of Dongxiang District 1.56 times.
