Exploration On Wetland Ecological Service Function And Compensation Mechanism In Arid Area

As an important water source of Urumqi city,Chaiwobao Lake in Dabancheng district is responsible for 30%of the city’s water supply,which is of vital importance to the safety of drinking water in the capital.However,due to long-term over-exploitation of groundwater,natural resources in Chaiwobao Lake Basin have been seriously damaged,so it is necessary to establish a scientific,reasonable and feasible river Basin management method.In Dabancheng district of urumqi wood nest fort basic situation of the lake wetland,natural environment and social economic development on the basis of the research,adopts the method of environmnental economics,nest fort of the ecological service function has carried on the value assessment of the lake,a series of ecological management measures implemented by the government in recent years and the results are analyzed and put forward the relevant measures of ecological compensation,the main content summary is as follows:(1)Based on the survey of the water source area,natural environment and socio-economic development of Chaiwobao Lake Basin,and combining with the characteristics of Chaiwobao Lake wetland,this study clearly proposed that ecological compensation should be used to solve outstanding environmental problems and restore the ecological environment of Chaiwobao Lake.(2)The calculation results of the ecological service function of Chaiwobao Lake show that:(1)The order of service function value:the value of water resource supply function>the value of fixed CO2 function>the value of cultural service function>biodiversity value,the order is stable and unchanged.(2)In 2015,the total value of wetland ecosystem service function of Chaiwobao Lake was 374.58 million yuan/a,which increased by 23.2639 million yuan/a compared with the over-mining period in 2013,with an increase rate of 61.01%.In particular,the value of water resource supply function increased significantly,with an increase of 3.8 times.At the same time,the value of other ecological functions also increases synchronously.It can be seen that the positive ecological compensation measures have a significant effect on the increase of ecological service functions of Chaiwobao Wetland.Based on the analysis and summary of the effects of the ecological compensation measures implemented,it is proposed that the mode of ecological compensation should be government-led,that market participation is feasible,that the compensation methods are mainly monetary compensation and project compensation,and that the compensation standards are mainly reflected in fallow subsidy standards and ecological engineering projects.(3)From local adjusting industrial structure,water saving engineering,river Basin water resources regulation,intensifying lake ecological restoration,perfect the system of environmental monitoring,increase investment in ecological project from several aspects,such as making compensation scheme,clear time node,focused,advance step by step,to establish ecological compensation mechanism for regional development,promote the wood nest fort river water source protection area economic society and ecological environment unifies,realize the sustainable development of regional ecological environmental health.
