The Occurrence Mechanism, Measurement And Countermeasures Of "environmental Poverty Trap" In Shaanxi Province

Poverty has a long history and it is a common problem facing all countries in the world.Ending poverty is the common goal of all mankind.Since the beginning of the 21st century,China's poverty reduction process has been accelerating,especially since China implemented the poverty reduction strategy in 2014.According to relevant statistics,China has contributed over 70%of its efforts and contributions to the achievement of global poverty reduction goals,and will contribute to 2020.China has laid a good foundation for the comprehensive realization of poverty alleviation.Shaanxi is vast,with a large population base and scattered distribution.In remote areas such as northern and southern Shaanxi,due to the lack of natural resources,poor environmental protection awareness,and long-term development of extensive economy,the region has been in poverty for a long time.The formation of poverty is not only affected by a single factor,but the result of the interweaving of many factors that cause poverty.Especially in rural areas where all kinds of living resources are scarce,the mechanism of poverty is intricate and complex.It is not easy to completely eliminate poverty.If the region's lack of resources,environmental degradation,low income and low consumption persist for a long time,residents will fall into the“environment-poverty trap”.This article conducts in-depth research on the "environment-poverty trap" in rural areas,accurately grasps the current situation of rural environmental poverty in Shaanxi Province,and deeply explores the problems behind rural environmental poverty in Shaanxi Province.Furthermore,the mechanism of the environmental poverty trap is proposed to provide theoretical support for Shaanxi Province to overcome the environmental poverty trap.First of all,this paper starts from four aspects:the influencing factors,formation mechanism,leapfrogging mechanism and environmental poverty trap of poverty traps,and organizes and studies relevant literatures on poverty traps at home and abroad.It is found that most of the relevant literature focuses on the consideration of environmental pollution and how such pollution restricts the development of the economic population,and there is a lack of discussion on the green economy.This points out the direction for the follow-up research of this article.Secondly,based on the growth limit theory,combined with the heterogeneous wealth OLG model and the OLG model that is mutually determined with life expectancy and environment,the poverty mechanism of rural environmental poverty traps in Shaanxi Province is analyzed.The study found that people's income level will be inclined to high resource utilization and high-tech industries.Its poverty-causing mechanism is mainly caused by extensive economic development models leading to ecological destruction and waste of resources,which in turn causes natural disasters to occur frequently,resulting in a reduction in individual income.When an individual's income is below a certain threshold,the income level can only maintain a family's food and clothing,and the investment level and space for improving the health status of family members continue to shrink.Members with poor health are weak in labor,which will increase the burden on the family.The lack of energy and ability of family members to improve this situation has prompted them to continue their extensive economy.In this cycle,they are caught in the poverty trap of"environmental destruction-low income-low health-environmental destruction".Thirdly,the comprehensive bearing capacity calculation,cointegration analysis,Grange causality test and other methods are used to measure the degree of environmental poverty and influencing factors in rural areas of Shaanxi Province.The results show that the poverty situation in rural areas around Shaanxi Province has changed from severe poverty to mild poverty,and Grange causality test results show that insufficient resource support and environmental pollution are the main reasons for the rural poverty in Shaanxi Province.Further analysis of the main problems facing the current environmental poverty in rural areas of Shaanxi Province has three points:First,the county economic structure is single,and resource dependence is severe.Secondly,the resource utilization rate is low and the environmental degradation is still relatively serious.The third is extensive economic development and unbalanced ecological environment.Finally,it puts forward policy recommendations on the major problems facing environmental poverty in Shaanxi Province,across the environmental poverty trap.One is to vigorously promote the construction of transportation to break down geographical barriers.The second is to increase environmental governance and develop a green economic model.The third is to accelerate the transformation of the economic development model,and transform from an extensive economy to an intensive economy.The fourth is to vigorously support the development of the education and medical industries,and the relevant resources are appropriately tilted to the countryside.This article is innovative in three areas:First,the research perspective is relatively new.Against the background of the dual strategy of poverty alleviation strategy and rural revitalization strategy,the study of rural environmental poverty as the starting point of research has some new ideas in the selection of research perspectives.The second is that the research method has certain expansibility.Based on the study of the comprehensive carrying capacity of the region,the author has enriched the calculation methods of the degree of environmental poverty,and has certain expansibility in the application of the research methods.Third,the research content is in line with the actual needs of rural development,and some valuable conclusions have been made.This article takes the actual situation of rural environmental poverty in Shaanxi as the starting point,and in-depth studies the problems of environmental poverty in Shaanxi Province.
