The environmental carrying capacity indicators of a system included socio-economic carrying capacity, resource capacity, environmental factors bearing capacity. Environmental carrying capacity is the cornerstone of achieving sustainable development.This paper took Harbin as object of study, analyzed the application of regional environmental carrying capacity theoretical on sustainable development in urban empirically. This article outlined an overview of research and related concept on the environmental carrying capacity, and elaborated the theoretical foundation of region environment supporting capacity research basing on this. And established a set of appraisal indicator system and the assessment method of regional environmental bearing capacity. Empowered the analytic Hierarchy Process to indicator system's each target, quantitatived the index of indicator system using average method. Using state space method, comprehensively determined the regional environment carrying load, regional environment carrying capacity and carrying rate index of regional environmental. Based on the understanding deeply of natural, economic about Harbin City, according to the characteristics of Harbin City, analyzed and evaluated the environmental carrying capacity selecting the specific indicator, in accordance with the econometric model of environmental carrying rate, assessed the Harbin environmental carrying load, environmental carrying capacity and environmental carrying rate in the past five year, and raised the overall strategy for sustainable development of economic development and environment protection in Harbin City.In this paper, there was certain guiding significance to local environmental planning and development planning. This article held that: The calculate of environmental carrying rate can reflect the carrying situation of environmental carrying capacity or the coordination extent between environment and economy; Compared with other indicators of sustainable development, the evaluation index system of regional environmental carrying capacity was more useful to predominate the dynamic changes and evolution trends for development of regional large-scale systems(people—earth), there was vital significance to perfect the sustainable development theory.
