Water, one of the rarest natural resources for human's survival and development, is a finite resource that others can't replace. From 1950's, the problems of water resources become the most prominent problems in every country owing to the population's sharp increase and economy's prompt development. The water scarcity has become a bottleneck which restricts our country's sustainable economy. How to properly harmonize the relations between water resources and environment as well as between population and sustainable economic development has become an important question in water resources research field.According to the idea of harmonious development, this paper uses Microsoft Excel to calculate water resources carrying capacity in Anyang city, and demonstrates the better choice of the South-to-North Water Diversion distribution schedule. Then the classification system about water resources carrying capacity is introduced . Under the technical support of software SPSS 1.0, the paper analyzes its driving factor by principal components analysis. Based on this, correlative countermeasures are put forward.This paper can be divided into five parts:Part 1 The research status quo and development trend of water resources carrying capacity. The author mostly analyzes carrying capacity research history and development process, the advances of its concepts, models and research prospect.Part 2 The average annual amount of water and its exploiting status quo in Anyang city. It has many affinities among water resources carrying capacity and region natural environment, the quality and quantity of water resources, etc. This part summarizes An yang's precipitation, evaporation, the average annual amount of water, water resources quality and quantity together with space-time distribution.Part 3 Calculation and evaluation of water resources carrying capacity inAnyang city. Firstly, its correlative theories are expounded .The author introduces its calculation step. Appraisal index system and classification system are introduced from land carrying capacity. And then, water resources carrying capacity in Anyang city is calculated and evaluated in actual and theoretical condition. Finally, the author generally appraises it.Part 4 By qualitative and quantitative analysis method, its influence factors and driving force have been investigated .Part 5 On the basis of upper scientific researches, the author puts forward counte-rmeasures of water resources in Anyang from five aspects.Part 6 Conclusion and discussion . After studying on the water resource carrying capacity , the author gets the following conclusions:(1) Under the actual and theoretical condition of moderate flow-years, present water supply only meets the need of the saturated level of An yang population(2002), but can't suffice the levels of development in other three phases. Furthermore, overweighed population has a trend to aggravate gradually in every phase. According to the efficiency to use water, that of the urban districts is highest and that of Hua town is lowest.(2) Under the theoretical condition of moderate flow-years, the usable water re sources only meet the need of the saturated level of Linzhou county. In the other counties , the population of water resources carrying capacity(WRCC) is in an overweighed state at the same level. But the usable water resources can't suffice the levels of development in other three phases.(3) Compared with moderate-flow years, whether the actual or theoretical condition , the population of WRCC has a trend to reduce in low-flow years.(4) The carrying population of Project H2030 is obviously higher than that of Project 12030 by calculation to the South-to-North Water Diversion's scheme distributing water.
