With the rapid development of the society and the adjustment of the state's water policy,the water supply and demand in the central region of Jilin Province are not equal,and the contradiction between living,production and ecological water is prominent.If you want to solve the water shortage in this area,you need to On the basis of pollution control and industrial structure adjustment,water shortage in central Jilin was solved by transferring water from the Songhua River with better water quality.The central water supply project draws water from the Fengman Reservoir area.It is a large-scale water transfer project that solves the urban water supply problem in the central region of Jilin Province.The implementation of the central water supply project will be Changchun,Siping,Liaoyuan,and its Jiutai District and Dehui City.,Nong'an County,Gongzhuling City,Lishu City,Yitong County,Dongliao County,Changchun Shuangyang District and other 11 cities,counties and districts.Among the 11 cities in the central water supply project,in addition to Changchun City 's water supply project “Introducing Pine to Chang”,the other 10 cities rely on local water resources.Accounting for water use and reasonable groundwater extraction,the water supply capacity is only 561 million m3,the water shortage is 289 million m3,and the water shortage rate is as high as 34%.Restricted by the water resources conditions in this area,urban water sources have been newly established in this area.Over-exploitation of groundwater and crowding out agricultural water have become the realistic choices for cities to increase their water supply.The design level of the central water supply project is 2030.The average annual diversion capacity at design level for many years is 894 million m3,and the designed diversion flow of the water intake of Fengman Reservoir is 38.0 m3 / s.According to General Secretary Xi Jinping 's important speech on March 14 th,the water management policy of “priority of water saving,space balance,system governance,and two-handed force” and the low water use efficiency in central Jilin Province were preliminarily formulated.Configuration scheme(three water-saving schemes).This paper studies the mathematical modeling used by the Jishui Institute to model the three water schemes in the Central Water Supply Project.The model developed by the Academy of Water Sciences is used to solve and consider the shortage of water in the town After deepening,the 2030 enhanced water-saving plan was selected as the optimal plan.On this basis,the article fully researches and analyzes the fuzzy decision method and the research process of water resources allocation.For the problem that qualitative targets cannot be quantitatively analyzed in water transfer projects,combined with relevant norms and guidelines,based on data research,site surveys,consulting experts and theoretical analysis,a multi-objective semi-structured fuzzy decision analysis method is used to Establish a comparison model for the water resources allocation plan of the Central Water Supply Project.At the same time,the reliability and operability of the model were tested and adjusted.According to the application requirements of fuzzy decision theory,consult experts for the importance of each goal of each layer of the system and the degree of influence on engineering decisions,and perform consistency checks on the calculation results according to fuzzy decision theory to determine the relative superiority of each goal In the end,the 2030 enhanced water-saving plan was adopted as the optimal plan for the water resource allocation plan of the central water supply project.Through a comprehensive comparison and analysis of these two methods,it is proved that the fuzzy decision theory method is feasible in the water resources allocation of the central water supply project.The fuzzy decision theory method is to quantify the qualitative target,and then perform quantitative analysis on the quantified qualitative target and the quantitative target together,so that a complete pros and cons analysis of the scheme can be performed.This method that can completely analyze the pros and cons of the engineering scheme is a new method for the central water supply project and other water transfer projects.
