The theory and practice of public sector management in developed countries have made some achievements.The theoretical research on performance management of public utilities in China started late and is still in the exploratory stage,while the research on performance management of colleges and universities is still in the exploratory and exploratory stage.Among them,the research on performance management of grass-roots administrators in Colleges and universities is a relatively weak link.In fact,the establishment of a scientific and comprehensive performance management system in Colleges and universities,especially the performance management system of grass-roots administrative personnel,can not only improve the comprehensive quality of administrative personnel and improve the performance level of colleges and universities,but also help to enhance the comprehensive competitiveness of colleges and universities and realize the strategic goal of the development of colleges and universities.However,at present,some colleges and universities in China do not pay attention to the necessity of formulating an effective performance management system,resulting in the lack of practical effectiveness of performance management.The research takes the grass-roots administrative personnel of D University in Nanchang,Jiangxi Province as the main research object.Based on the relevant theories such as competence and a large number of relevant literature research,this paper first analyzes the current situation of performance management of grass-roots administrative personnel of D University in Nanchang,Jiangxi Province,and preliminarily constructs the performance management index system of grass-roots administrative personnel of colleges and universities by using the methods of literature precipitation and behavior event interview;Then,through the questionnaire survey method,this paper establishes the performance appraisal management index system of grass-roots administrators in D University in Nanchang,Jiangxi Province,which is composed of five first-class indexes of "morality,ability,diligence,performance and honesty" and several second-class indexes reflecting the characteristics of competence;Finally,according to the problems existing in the performance management of grass-roots administrators in D University,this paper puts forward specific countermeasures.The research not only expands the application of competency model theory,but also provides a more objective and quantifiable idea and method for the research of performance management of grass-roots administrators in Colleges and universities,and provides a scientific theoretical basis for the innovation and improvement of performance management of grass-roots administrators in Colleges and universities.
