This paper describes some relevant theories on performance management and the specific methods of performance appraisal. Taking this as the basis and the starting point, this paper alsosorts out the theoretical studies and practical experience of the performance appraisal on the administrative staffs in higher universities home and abroad. Through analyzing the working characteristics and the current performance appraisal of the administrative staffs in higher universities, this paper has made a conclusion of the fundamental causes of the problems by combining with the reforming cases of the performance appraisal in HZ university.It finally has employed the 360-degree viewing method to devise a feasibleprogram for administrative staffsin higher universities through combining the practical experience of the performance appraisal in HZ university, and proposed countermeasures and suggestions for the problems in the performance appraisal of administrative staffs in higher universities currently.
