Fairness and efficiency is a fundamental contradiction of human social and economic life, has always been sociology, economics debate topics. The fair is the policy formulation and implementation of public policy demands fundamental values, and performance pay policy intention is to improve the efficiency of the implementation of the work of the staff. How to achieve university administrative staff performance pay policy formulation and implementation process efficiency and fairness of harmony and unity, is an important area of research in public policy issues, but empirical research on university administrative staff performance pay policy is relatively small, An empirical study on the performance of university administrative staff wage policy of fairness and even fewer.This study was to study the fairness of the administrative staff of the S universities pay for performance policy, provide the basis for the improvement and development of university administrative staff performance pay policies.
