The grassroots administrative personnel is an important part of the construction of university talent team,the basis and guarantee for promoting the healthy development of universities,and provide an important supporting role for the training of talents,scientific research activities and management services.In the development process of building a world-class university and discipline,we need not only a first-class teacher and scientific research team,but also a professional administrative team with strong comprehensive ability,innovation and vitality.Since the implementation of China’s higher education reform,after more than 70 years of development,the scale and quality of universities have been significantly improved.As the main position for China to build world-class universities,public universities are related to the speed,scale and efficiency of the whole development of higher education.The expansion of the running scale of public universities has brought more requirements and challenges to the grass-roots administrative work,and it is particularly important to give full play to the work enthusiasm of the grass-roots administrative staff in universities.It is found that the grassroots administrators in universities are generally faced with problems such as low income,low sense of job achievement and difficult career promotion,which is the lack of a set of effective incentive mechanism.With the deepening of the personnel system reform in universities,how to scientifically and effectively motivate the grassroots administrators in universities has become an important problem to be solved urgently in the reform and development of universities.Based on this,taking the grassroots administrative staff of Tianjin S University as an example,to achievement theory and survival-growth theory,using literature research,case analysis,questionnaire survey and other methods,scientific analysis of grassroots administration incentive status and problems,research and further improve the basic administration of universities in China policy suggestions of incentive mechanism.First of all,the research results of university administrative personnel incentive are summarized and summarized,and the research methods and ideas of this paper are determined.Secondly,the core concept of grassroots administrative personnel incentive is defined,and the relevant incentive theory is explained.Then,taking Tianjin S University as an example,a questionnaire survey was conducted on the grassroots administrators of universities,and the survey results were analyzed combined with the incentive situation.Then,from the salary and welfare,social status,promotion assessment,training and exchange and other aspects of the problems in the incentive of grassroots administrators are summarized,and to explore the root cause of the problem.Finally,summarize the important principle of perfecting the basic administrative personnel incentive mechanism,from establishing both internal and external fair material incentive system,strengthen the effectiveness of the spiritual incentive,vigorously promote the positive role of career development incentive,build the ability of a comprehensive system development incentive system four dimensions of grassroots administrative personnel incentive mechanism construction. |
