| Human resource is the most competitive first resource in national and regional economic and social development.Human resource policy has a positive impact on human resource work and plays an increasingly critical role in the current regional economic development.As an underdeveloped region in western China,Guangxi has some outstanding problems such as less total talents,less rational talent structure and low contribution rate of talents,which need to be further optimized and supported by talent policy.Therefore,this study based on the policy tools perspective,in 2002-2019,118 of guangxi autonomous region level talent policy as the research object,using the method of content analysis and measurement,build "policy tools-human resource management function-policy objectives" of the three dimensional analysis framework to external properties of policy text and text analysis,and to support the quantitative results,the policy perception information of talent groups was obtained by interviewing.The results show that the tool structure and function structure of guangxi talent policy are unbalanced,the focus of tools in human resource management is different,the choice path of "tool-target" is different,and the choice path of policy tools is efficiency oriented.In order to further perfect and optimize the talent policy system of Guangxi,this paper puts forward some countermeasures,such as optimizing the structure combination of the application of policy tools,making up the shortcomings of the human resource management function of policy tools,improving the compatibility between policy tools and policy objectives,and provides enlightenment for optimizing the talent policy system of Guangxi and innovating the growth point of talent policy competition.At the same time,this study tries to do the following innovation: one is based on the policy tools perspective,the introduction of human resource management function the unique attributes of talent policy,combined with the policy goal dimensions,form "policy tools-human resource management function-target" logical path and the 3 d analysis framework,for talent policy text research provides a new research perspective.The second is to use quantitative analysis method to analyze the policy text from single dimension,double dimension and three dimensions,so as to fully reveal the structural problems existing in the talent policy of Guangxi,and provide a new reference for the study of the talent policy system. |
