The Policy Of Science And Technology Talents In China Based On Policy Tools Quantitative Study Of Texts

Since the 18 th National Conress of the Communist Party of my country,our country has further promoted the implementation of the innovation-driven development strategy.With the release of a series of policies and measures on scientific and technological talents,our country has gradually improved the development environment and development systems and mechanisms of scientific and technological talents,and contributed to scientific and technological innovation.Among them,the rate has increased significantly,the key role of scientific and technological talents has also been effectively played,and the effectiveness of talent work has been further improved.Our country is anchored in the great goal of building socialist modernization in an all-round way,which requires us to continuously accelerate the upgrade in the self-reliance and self-improvement of science and technology,and at the same time strengthen the construction of high-level scientific and technological talents,and adhere to the talent-oriented development strategy..However,under the current new situation and new tasks,there are still problems in our scientific and technological talent work that the policy implementation and connection are not matched,and the degree of precision is not high.Moreover,with the increasing complexity of my country’s scientific and technological talent policy system,the design of the structure of its policy documents It is of great significance to study the effect of science and technology talent policy and improve it.Through the collection and arrangement of policies in the field of scientific and technological talents,this paper screened out 138 policies on scientific and technological talents issued at the national level from 2011 to July 2021.First,a two-dimensional analysis framework is constructed from the two levels of policy tools,namely "policy tools(X)-policy content(Y)",using text measurement,content analysis,PMC index model and other research methods;Relevant policy texts are selected and quantitatively analyzed according to certain standards,and the collection,selection and coding process of texts are described in detail,and the analysis is carried out from the total amount and keywords;then,from the perspective of policy tools(X),The application of supply-type,demand-type and environmental-type policies is explained one by one,and the existing problems are analyzed.Finally,from the dimension of policy content(Y),the PMC index model is used to establish a quantitative evaluation framework for policies.Quantitative evaluation is carried out,and the effectiveness and defects of my country’s science and technology talent policy are analyzed.The research results show that the number of scientific and technological talent policies issued every year is gradually increasing,and the types and topics of policies are constantly enriched;the main bodies of scientific and technological talent policies are also gradually diversified,but the overall coordination and cooperation among the main bodies are slightly insufficient,which makes the policy coordination not high;policy coordination is not high;The use of tools shows an unbalanced distribution state,and the degree of use is slightly different,showing "emphasis on environment and supply,but less on demand";a policy system for scientific and technological talents has been preliminarily established,and the overall plan is highly feasible and effective.However,some policies still have some problems in terms of policy tool structure,policy timeliness,effectiveness levels,and policy categories,and structural adjustment and upgrading are urgently needed during the "14th Five-Year Plan" period.Based on the above research,this paper puts forward some adjustment suggestions for the optimization of my country’s science and technology talent policy: First,the basic characteristics of the science and technology talent policy: to improve the policy system of my country’s science and technology talent,ensure the integrity of the policy,create a good "hard policy",Optimize and adjust the publishing body and network structure,strengthen strategic and systematic policy construction,and create a "soft environment";the second is policy tools for scientific and technological talents:comprehensive application of policy tools and focus on optimizing their use balance,and supply-oriented policy tools.Carry out structural adjustment,rationally utilize and optimize environmental policy tools and resources,and strengthen the driving application of demand-oriented policy tools and means;the third is the content of science and technology talent policies: enrich existing policy release subjects and policy themes,improve and perfect scientific and technological talents policy system,and improve the policies and measures for scientific and technological talents from various aspects and angles.
