Research On Policy Support For Cultivating New-type Professional Farmers Under The Background Of Rural Revitalization Strategy

The report of the 19 th National Congress of the Communist Party of China proposed to implement the rural revitalization strategy.The rural revitalization strategy is the overall revitalization of the village.It includes the revitalization of industries,culture,ecology,and organization.Talents are the foundation and key to realizing rural revitalization.In order to better promote the implementation of the rural revitalization strategy,it is necessary to solve the problem of the shortage of talents that restricts rural development,so as to provide talent guarantee for the implementation of the rural revitalization strategy,so that the countryside can be fully developed and the balanced development of urban and rural areas can be further realized.The cultivation of new-type professional farmers is an important part of the construction of the rural talent team.Only to vigorously cultivate new professional farmers,provide agricultural talents for rural revitalization,create a new professional farmer team that "loves agriculture,has strong technology,and understands management",and solves the problems of "who will plant the land" and "how to plant good land".In order to promote the all-round development of agriculture,rural areas,and farmers,so as to realize the overall revitalization of the countryside.After years of practice and exploration,the work of cultivating new-type professional farmers has achieved certain results,but there are still many problems in the specific practice process.In order to better promote the cultivation of new-type professional farmers,government departments have issued many policies to promote the cultivation of new-type professional farmers.These policies have provided certain support for the cultivation of new-type professional farmers in many aspects.However,in specific practice,some policies still There are areas that need to be improved,and the content of the policy still needs to be explored and improved continuously.Scholars in my country have conducted a lot of research on the path and countermeasures of the cultivation of new-type professional farmers,which provides a reference for further discussing how to improve the quality of the cultivation of new-type professional farmers,but the results of research focusing on policy support are not rich enough.The article uses the rural revitalization strategy as the research background,sorts out relevant domestic and foreign research results,defines the concepts of rural revitalization strategy,new-type professional farmers,new-type professional farmer cultivation,and policy support,and further explains the cultivation of new-type professional farmers under the background of rural revitalization strategy.According to the necessity of public product theory,human capital theory,new public service theory,public policy theory,etc.as the theoretical basis for research,collect relevant information and adopt on-site research methods to cultivate new professional farmers in C County,Hunan Province.Support the status quo to understand the research,through the inductive analysis of the survey results,it is found that there are still the following problems in the policy support for the cultivation of new professional farmers in C County: the policy is not well targeted,the policy is not operable,the policy implementation is not in place,and the policy implementation effect is not in place.The analysis found that the main reasons for the problems are the disconnection between the policy content and actual needs,the lack of ability of the main body of policy implementation,the incomplete tracking and feedback mechanism of policy implementation,and the imperfect evaluation mechanism of policy implementation.In view of the existing problems,the optimization path of policy support is proposed from the following aspects: perfecting the policy content of the cultivation of new-type professional farmers,improving the level of government policy formulation and execution efficiency,optimizing the implementation environment of the new-type professional farmers’ cultivation policy,and perfecting the new-type professional farmers’ cultivation policy The supervision and feedback mechanism,etc.,provide some references for the subsequent improvement of the quality of the cultivation of new-type professional farmers.
