In order to return education to its essence and make competition more fair,the Party and the country have set higher requirements for the after-school education and training industry as the COVID-19 pandemic becomes more normal.Only when the transformation of quality-oriented education is completed and the original intention of education is returned,can off-campus education and training institutions survive in the tide of dangerous changes.A set of scientific,reasonable and effective performance appraisal system for marketing personnel of off-campus education and training institutions after comprehensive transformation can help them that have just changed their business philosophy and business model to establish an efficient and stable marketing and sales force that is well versed in online and offline integrated marketing。only in this way,the after-school education and training institutions that stand at the starting point of market competition will be guaranteed to succeed quickly.Based on a large number of theoretical studies on performance appraisal,this paper takes the performance appraisal system of AL education marketing personnel under the background of "double reduction" policy as the research object,and finds the following problems in AL education through literature analysis,questionnaire survey and interview: The strategic objectives and business scope do not meet the policy requirements,the design of performance assessment scheme is unreasonable,the assessment is mainly supervised,and the implementation of performance assessment is not in place.On the basis of the original performance appraisal system,and through the method of management by objectives and key performance indicators,this paper extracts the key performance appraisal indicator body of marketing personnel,determines the weight of each indicator through the expert scoring method,and finally formulates the implementation process and evaluation standard of each appraisal indicator.Therefore,an improvement scheme of AL education marketing personnel performance appraisal system is formed which is suitable for the new policy requirements.In addition,in order to ensure the smooth implementation of the improved performance appraisal system,it also puts forward safeguard measures from four perspectives: ideological understanding,organizational structure,financial support and system specification.The improved performance appraisal system can not only guarantee AL Education to attract and retain excellent talents better,mobilize the enthusiasm of employees,and promote the stable and healthy development of the institution,but also provide reference for the transformation of institutions in the industry and the construction of performance appraisal system under the new policy.
