Research On The Implementation Of Support Policies For College Students' Entrepreneurship In Ningxia Based On The Perspective Of Policy Tools

"Mass entrepreneurship,mass innovation" is a new engine to promote China's economic development.As an important part of innovation and entrepreneurship,college students are concerned by people from all walks of life.Under the background of the popularization of higher education,the employment situation of college students is grim.Many college graduates are facing the problem of "difficult employment".The central and local governments have issued corresponding supporting policies to encourage and support the innovation and Entrepreneurship of college students.In recent years,Ningxia Hui Autonomous Region has seriously implemented the innovation driven strategy,and has issued a series of policy documents to encourage and support the entrepreneurship of college students.However,the innovation and entrepreneurship support work of university students in ethnic areas in China started late,and there are still some imperfections in the support policies issued by the government in ethnic areas,which need to be further improved and refined in practice.Based on this,the author conducts a field survey on three colleges and universities in Ningxia Hui Autonomous Region A,B and C by means of questionnaire and interview.With SPSS software as the main analysis tool and college students as the analysis object,the author studies the innovation and entrepreneurship policies of college students in Ningxia Hui Autonomous Region from the perspective of policy tools.Mainly from the regulatory policy tools,incentive policy tools and information transfer policy tools three dimensions of analysis,to implement the current situation of the policy ?analysis of the existing problems ? to solve the problem suggestions.Through field research and data analysis,it is found that ethnic minority areas actively respond to the call of the state,college students'innovation and entrepreneurship policies are constantly improving,regulatory policies are targeted,incentive policies are diversified,and information transmission policies are diversified,but there are still some problems.In terms of regulatory policies,the entry threshold for entrepreneurship is relatively high;the retention time of school roll and archives for suspension and entrepreneurship is relatively short;the administrative examination and approval system for entrepreneurship is not perfect,etc.In terms of incentive policies,financial support is not enough;colleges and universities do not pay enough attention to and invest in the construction of business incubation;the third-party service is lack of innovation.In terms of information transmission policy tools,there is little cooperation between schools and enterprises,and the promotion content of entrepreneurship projects is single;the quality of innovation and entrepreneurship courses is low,and the teachers are weak;the implementation of entrepreneurship training guidance is not in place;the publicity of innovation and entrepreneurship policies is insufficient,and the policy interpretation is inadequate.In view of the above problems,this paper intends to further optimize the innovation and entrepreneurship policy of Ningxia Hui Autonomous Region from the following three aspects.First,we need to improve and strengthen the regulatory policy,further reduce the entry threshold for college students to start their own businesses;appropriately extend the retention time of the student status and graduation files of the suspended entrepreneurs;improve the administrative examination and approval system and streamline administration and decentralization;explore the establishment of relevant supervision and restriction and policy and legal system.The second is to expand incentive policies,strengthen financial support for college students' entrepreneurship;colleges and universities should attach importance to the construction of entrepreneurship Incubation Park and increase investment;innovate the third-party service form and improve the service content;strengthen the publicity of entrepreneurial deeds,and create a social atmosphere for entrepreneurship.Third,we should adjust and enrich the information transmission policy,strengthen the cooperation between schools and enterprises,and enrich the entrepreneurship project database;enrich the entrepreneurship curriculum and enhance the importance of entrepreneurship education;enhance the entrepreneurial teachers and innovate teaching methods;use various ways to strengthen policy publicity and establish a platform for policy interpretation;establish a two-way mechanism and supervision mechanism for policy information transmission.So as to clear the policy barriers for the innovation and Entrepreneurship of college students in Ningxia Hui Autonomous Region and promote the development of local economy better.
