As an important type of education,non-profit private higher vocational education bears an important responsibility in the cultivation of skilled talents and the fair development of education.Because of the "non-profit" attribute,the government,as the main guide of its development,should build a strong financial aid system for it to ensure the stability and sustainability.At the same time,the government should build a targeted financial aid system and operation mechanism to ensure that the government’s financial aid will not affect its "private" attribute.Based on the international perspective,this study selects four representative countries,namely the United States,Japan,South Korea and India.According to the level of economic development and the scale of non-profit private higher vocational education,it is divided into three different types of non-profit private higher vocational education: the United States,Japan and South Korea,India.In order to predict the development trend of the financial aid system of non-profit private higher vocational education in the international perspective,this paper grasps the overall context of the financial aid system change from the three time dimensions of the history,current situation and future of the financial aid system change.Based on the theory of education fairness,higher education cost sharing theory,and institutional change theory,this paper defines the concepts of non-profit and non-profit organizations and non-profit private higher vocational education,and distinguishes the non-profit nature of the four countries and connotation of private higher vocational education.First,conduct an in-depth analysis of the three types of non-profit private higher vocational education financial aid system changes in the United States,Japan,South Korea,and India,and explore the causes of the changes from the three dimensions of politics,economy,and ideology.It is clear that the changes are all led by the government.The change methods are both mandatory and gradual.The characteristics of the change are explained from the four perspectives of institutional concept,institutional structure,institutional operation and institutional governance,from the three levels of system establishment principles,system implementation process and non-profit private higher vocational education explain the effectiveness of the changes.Furthermore,by exploring the current situation of the three types of non-profit private higher vocational education financial aid systems in the United States,Japan,South Korea and India,reflecting on the current financial aid system has problems such as imperfect system content,unsatisfactory system implementation effects,and unstable system structure.The current financial aid system is facing corresponding challenges brought by changes in enrollment numbers,changes in financial expenditures,weakening of "private" or "non-profit" attributes,and changes in the "education expenditure" of educators,so as to discuss future direction of the financial aid system of non-profit private higher vocational education from an international perspective.From an international perspective,the development trend of three different types of non-profit private higher vocational education financial aid systems is mainly elaborated from six aspects.The first is to clarify the attributes and accelerate the integration of "non-profit","private" and "higher vocational education";the second is the value game to ensure a balance between the fairness of educational opportunities and the improvement of school efficiency;the third is to diversify the main participants,absorb schools and the market,and give full play to the main participants of the system synergistic effect;The fourth is to enrich the content of the system and form a systematically designed and balanced financial aid system;The fifth is to optimize the operation process and create a scientific and efficient "five-dimensional" system implementation system;The sixth is to upgrade the governance system and build a new government-led system.
