Since 1999,the amount of enrolling students in colleges and universities had been increasing year by year and each college had expanded rapidly,but the growth of funds had far from compatible with it,the proportion of the government allocation to funds for university running was smaller and smaller,the capacity of the government's increasing input was weaker and weaker;on the other hand,the student's tuition affordability and the proportion of tuition in cost of education have been close to the limit,financial constraints had been become the bottleneck of higher education development.In addition,with the development of the knowledge society,the existing education supply had been unable to meet the excessive demand and the differentiated demand of people who want to accept the higher education.Therefore,it had become the most urgent task for higher education to take advantage of social resources to raise funds for school development through various channels,strength the concept of cost-benefit,input and output,lower school costs and increasing higher education opportunities to meet various needs.The higher education institutions were not allowed to run in purpose of profit in our country,"Private Education Promotion Law" also stipulates that the private university should manage in the objective of public welfare,but it could obtain the "reasonable return",which is a vague address.For-profit doesn't have conflict with the commonweal; the for-profit education also has external benefit.On the contrary,the existing vague stipulations related has caused the non-normalized mercantile behaviors which has influenced the enthusiasm of private capital to plunge into the higher education.The "quasi-public goods" character of higher education indicates that it is possible to be supplied by the private.The for-profit university which discussed in this article is the higher education institution which appeared in the new stance of large-scale university system manipulated by those listed companies,it has the spirit of innovation.Those institutions of America which have the right of granting degrees and set courses that are certified to grant associate's,bachelor's,master's and doctor's degree by the local government.These for-profit universities should pay taxes as the same as the enterprises.This article aimed at demonstrating the feasibility of holding the for-profit university in our country and which reasonable model should be adopted through comparing the development of the private schools in China and other countries,analyzing the innovation and the vitality of the for-profit university,absorbing and learning from the characteristic experience of the for-profit university in the U.S.A presently.Through referring to a large amount of data,studying cases,contrasting and analyzing adequately,the author believes that it is feasible to hold the for-profit university in our country.The development of the for-profit university is restricted by the existing universities,the higher education system, the system of govemment norms and evaluation system.According to the current situation of China,the author put forward some specific proposals about the relating system guarantee from the aspects of the conception,the law,the policy,the evaluation system and the importance of civil organizations.The author hadn't intended to demonstrate the possibility of the for-profit universities replacing the traditional universities,which is extremely limited and it is not necessary to do so,but it will be the useful complementary to the exiting higher education system. Keeping inline with the objective and practical principle,the author hoped to summarize and derive a few of advanced nutrition from the rising educational model of the for-profit university,and provide some slender suggestions and references for the development and the innovation of our country's higher education.
