Research On The Institutional Absence In Institutional Change Of The Private Higher Education

In three decades of reform and opening up, China's Private Higher Education has experienced ups and downs. The journey was hard, and the pace was slow. The reason is that in the Private Higher Education's process of reform and development, Institutional Absence has always been accompanied with it. The Institutional Absence issues such as long-term extension of time-delay between Institution supply and Institution demand, institution supply not timely and incomplete and so on, result in acts at a loss even give rise to education irregularities during the process of China's Private Higher Education. At the same time, there are a lot of phenomenon that the government and government officials use of the public power to seek their own interests in the Institutional Absence space, apportion, free ride, rent-setting, rent-seeking and corruption, which seriously affect the private higher education reformation, and hinder the development of China's higher education.This article researches on the Institutional Absence in Institutional reformation of the private higher education from the perspective of New Institutional Economics. First of all, analysis of the problems and their causes during the development of Private Higher Education, and coming to a conclusion that the problems such as getting out of line in enrollment and fail in schooling are performance of the Institutional Absence.Then make a further analysis on the reasons of Institutional Absence from four aspects that are the institution environment of society, the government conduct, the demand of the higher education itself and the educational customers in Private Higher Education development.After a thorough analysis, we can make a conclusion that the institutional environment of Private Higher Education in social reformation is immaturity, and the phenomenon of Institutional Absence reflects this environment in some degree; in the development of Private Higher Education it's hard for the government to draw a clear distinction about its responsibilities, for example, the government is undutiful in mandatory educational Institutional variance, on the contrary, it goes over its responsibilities in some specific schooling problems; in a long time the main characteristic of Private Higher Education has been a inductive Institutional variance, so Private Higher Education organizations should try to reduce the institutional variance cost and advance the motive of system innovation; to the educational customers, blind and irrational educational demand enlarges the influence of Institutional Absence.In the end, in view of the problems in the Institutional Absence in institutional variance of the private higher education, making recommendations, we should regulate the government's actions, enhance the innovation capability of Private colleges and universities, and establish a correct consumption concept for higher education and so on, which are used to reduce the odds of Institutional Absence problem.
