| Private higher education is an important part of higher education.With the economic development of the mainland,the demand for talents has increased,and the government has paid more and more attention to the development of private higher education,especially nonprofit private colleges.The development of private higher education in Taiwan province originated from the mainland,but there are many differences from private higher education in the China’s mainland.Existing literature discusses more the financial support of private colleges in the China’s mainland,but there is less financial support specifically for non-profit private colleges,and there are fewer comparative studies with non-profit private colleges in Taiwan province.From the perspective of topic selection,this article can supplement the relevant research on the financial support of non-profit private colleges in the mainland.From a practical point of view,Taiwan province has relatively complete laws,regulations,and rich financial support for non-profit private colleges.The experience of Taiwan province can provide a reference for the development of financial support policies for non-profit private colleges and universities in the provinces of the China’s mainland.This article uses the literature method and the comparative method to study the financial support of non-profit private colleges in Taiwan province and uses library resources and network resources to collect relevant original materials such as policy texts and data on supporting non-profit private colleges in Taiwan province.Based on the theory of public products and cost-sharing,it researches the three aspects of financial support policy,the situation of fiscal support,and the analysis of the effectiveness of financial support,and compares it with the basic situation of non-profit private colleges in the China’s mainland.Put forward the corresponding experience that can be used for reference.The results of the study found:1.The Taiwan province supports non-profit private colleges and universities to focus on character development.In conjunction with the development of non-profit private colleges in Taiwan province.After the phenomenon of homogenous development of colleges appeared in the plan to become a top university,the Taiwan province adjusted its policies promptly and issued a plan for deep cultivation of higher education,making non-profit private colleges to be able to combine the development needs of the school to formulate a distinctive plan to obtain financial support from Taiwan province’s education department and achieve the sustainable development of non-profit private colleges.2.Private and public colleges have fair competition.The government’s financial support is mainly based on performance-based financial support.When Taiwan province’s education department promulgated various financial support policies,it focused on supporting the development of non-profit private colleges and universities,combined with the plans of nonprofit colleges,and gave different amounts of financial assistance.Besides,to improve the efficiency of private colleges,Taiwan province’s education department allows public and private schools to compete fairly with financial support,reflecting the fairness of Taiwan province’s support for non-profit private schools.3.The Taiwan province has achieved certain results in supporting non-profit private colleges.With the financial support of Taiwan’s education department,non-profit private colleges have increased their international rankings,and the number of patents has also achieved certain results,which has improved the international competitiveness of non-profit private colleges.Some non-profit private colleges squeezed into the top 1,000 world rankings for the first time,enhancing the influence of non-profit private colleges greatly.4.The excessive pursuit of quantitative indicators in the financial support of non-profit private colleges in Taiwan province is likely to cause the homogeneity of the development of non-profit private colleges,ignoring the characteristic development of non-profit private colleges.Regarding the protection of the rights of teachers and students,the salary and treatment of teachers in and outside the establishment are different,and retirement insurance cannot guarantee it,which increases the mobility of teachers in non-profit private colleges.At the same time,the amount of tuition reduction or exemption for students cannot meet the needs of students for schooling,so increases the burden of students’ learning costs.In summary,the Taiwan province has relatively rich experience in financially supporting non-profit private colleges,but there are also some problems.For example,the development of non-profit private colleges in the Taiwan province is rooted in the China’s mainland,which has reference significance for the financial support of non-profit private colleges in the China’s mainland.At the same time,it is also necessary to improve the deficiencies of the financial support of non-profit private colleges in Taiwan province. |
