A Study On Financial Policy Of Private Higher Vocational Education In Hunan

With the reform of market economic system,the rapid development of private higher vocational education has gradually become an important part of higher education,which takes the important responsibility of training applied talents.However,the goverment does not pay enough attention to the private higher vocational education,and due to the lacking of government financial support,there are some problems in the private higher vocational education in Hunan province.It is necessary to optimize the government financial support system and management system of the private higher vocational education in Hunan province.The development of private higher vocational education can promote the cultivation of talents,which is contributed to the development of China's economy.Through the methods of investigation and interview,this paper analyzes the problems in the financial support of private higher vocational education in Hunan province and finds the restrictive factors,and finally puts forward the effective measures to optimize the financial support.Firstly,we sort out the theories that are related with private higher vocational education,and be more clear of the basic theories that are related with financial support system.Through data collection and interviews,we know more better about the development of private higher vocational education and funding sources of Hunan Province,and find the way of financial investment in private higher vocational education,and the relevant financial laws and regulations.Secondly,based on the analysis of the development and the financial support system of Private Higher Vocational Colleges in Hunan Province the status quo,and through the interviews,the paper found that there are some problems of the financial support system in private higher vocational education,embodyed in four aspects,insufficient of financial investment,single mode,unreasonable and distribution mechanism imperfect.The factors that restrict the development of private higher vocational education are institutional factors and concept factors.Finally,based on the analysis of the current situation,problems and constraints of the development of private higher vocational education in Hunan Province,we put forward four proposals to optimize the financial support system of private higher vocational education.The government should make scientific and reasonable financial support policy and improve relevant laws and regulations,and establish supervision mechanism;pay attention to the private higher vocational education,give more financial support;improve the financial input mechanism,promote the reform of financial mechanism.
