| Under the background that,China’s economic development pattern has stepped into the “new normal”,and the driving force of development has changed from factor driven to innovation driven,human capital has become the most important factor that promoting high-quality and sustainable development of regional economics.As an important carrier of human capital,the flow of employed floating population between regions adjusts the allocation of human capital and improves economic efficiency.The combined effect of “polarization effect” and “siphon effect” will make the employed floating population more and more concentrated in a few regions,which will aggravate the imbalance of regional economic development.Therefore,the employed floating population should not be allowed to flow freely without any guidance.Especially in the reality of increasingly fierce regional competition,local bodies of underdeveloped regions,including governments,enterprises and institutions,should do more things to seize the employed floating population.Aiming to change the mode of economic development,enhance regional innovation ability and achieve sustainable development,underdeveloped regions need to use various means to attract and retain the employed floating population.For underdeveloped areas,what is the current distribution features of their employed floating population? What kind of policies can be effective? Do welfare treatment and incentive measures,such as “accommodation subsides”,have an impact on the residence intention of employed floating population? These are the three main questions to be answered in this paper.Based on this background,this paper firstly describes the time-space distribution characteristics of employed floating population in Guangxi,an underdeveloped region,by using statistical charts,Arc GIS geographic spatial mapping,local spatial autoregression and social network analysis.Then,using the binary choice model,this paper focuses on the “people’s livelihood perspective” to test the impact of accommodation subsidies,housing expenditure,working hours and other factors on the residence intention of Guangxi’s migrant workers.The results show that:(1)The intra-provincial migration of Guangxi’s migrant workers constitutes a network structure and several centers.(2)The inter-provincial migration of Guangxi’s migrant workers shows a tendency of “clustering”,and the clustering of “high-high” and “low-low” is obvious.(3)Accommodation subsidies,housing expenditure and working hours have a significant impact on the residence intention of Guangxi’s migrant workers.The accommodation subsidies have a significant impact on the residence intention of the migrant workers who flow among inter-provincial and inter-city regions,but no significant impact on those who flow in the short distance.The increase of housing expenditure and working hours can enhance the willingness of the migrant workers to stay in the immigration region.(4)The floating population with high sense of identity,married or with higher political literacy has the highest residence possibility.Enhancing Guangxi’s attraction to the employed floating population,this paper puts forward the following policy suggestions: First,strengthen the friendly cooperation with the central and Western neighboring regions to further enhance the “net attraction”.Second,take full use of the employed floating population gathering and scattering center,cultivate the “magnetic pole” to employed floating population.The third is to implement the targeted “talent introduction” policy,improve the wage treatment and welfare subsidy level of specific groups,enhance the humanistic care and the social participation of employed migrants,cultivate the social identity of employed migrants. |
