| The development of the Internet information technology has promoted the "two micro-ends"(We Chat,Weibo,and mobile clients)to become an interactive platform that mainly gathers citizens’ emotional attitudes,opinions,proposals.When we face with various focus events that occur on social network platform,the interest appeals of public and other significant information collide in the field of Online public opinion,so they will transform public problems into policy issues in order to have a profound impact on public policy agenda setting.The development of online car-hailing has become an emerging business in the sharing economy,but the lack of relevant policy systems will also trigger a series of frequent social security incidents.In recent years,The public has paid great attention to social security incidents,which is related to female safe travel,and more and more Didi travel safety issues have been frequently exposed by the media.A series of incidents involving social security issues such as the female passenger being murdered on the Didi hitch-hike,which has aroused strong criticism and condemnation from all walks of life in the online public opinion and called for strengthening the regulation of online Car-hailing.This dissertation selects the representative focus events "Zhengzhou flight stewardess was killed by Didi driver" as a typical case.How to trigger the agenda setting of the online car-hailing regulatory policy through the online public opinion,Kingdon’s multiple-streams theory offered a perspective of research,the multiple-stream theory believes that when three independent of the problem stream,the policy stream,and the political stream are successfully coupled at a key inflection point,a policy window will be opened and the policy agenda can be triggered.Based on this analytical framework,this dissertation discusses and explores the applicability of network multiple-stream in the online public opinion context of China in order to find the problem stream,policy stream,political stream of the death of a Zhengzhou flight stewardess on the Didi hitch-hike events.Firstly,with the help of online public opinion,the indicator changes presented by big data form and the Public opinion mobilization effect of focus events constitute the the problem stream.Secondly,after the fermentation of online public opinion.policy advocacy of the policy community form the policy stream.Along with the continuous change of the Communist Party of China’s ruling idea,deepening the idea of government governance,the driving effect of the mainstream media,and the aggregation effect of the network community bring the pressure of online public opinion have formed the political stream.Therefore,when the windows of politics and problems are opened at the same,the policy entrepreneurs also actively grasped the opportunity to promote the successful coupling of the three streams,and help the governance issues of online car-hailing enter the agenda setting of online car-hailing regulation.On this basis,this dissertation analyzes the dilemma faced by the problem stream,the policy stream,and the political stream in the agenda setting of online public opinion influencing online car-hailing regulation.In order to make full use of the multiple-stream theory,At the end of the dissertation,guiding countermeasures are proposed in the setting of the policy agenda for online car-hailing regulation in response to the dilemma.such as:from grasping the problem stream,rationally defining policy issues;sorting out the policy stream,scientifically formulating decision-making procedures;using political stream to create clarity in cyberspace;grasping the opening the best timing of the policy window,for example,we use the holding of important meetings and the active role of policy entrepreneurs to promote the coupling of multiple streams,which ultimately trigger car-hailing regulations agenda setting. |
