Since the 1910’ s,American states have frequently issued special laws on dyslexia education to protect the legitimate rights and interests of children with dyslexia.By 2022,47 States in the United States had passed the dyslexia education law.Through retrospective analysis,it was found that most States in the United States started the agenda-setting stage of the dyslexia education law in the past five to ten years.Why the dyslexia education law was promulgated frequently during this period is a difficult problem in studying the American dyslexia education law at present,and it is also the research problem of this study,that is,this study aims to analyze the trigger factors of the agenda setting of the American dyslexia education law.It mainly includes the following three parts.The first part combs the evolution process of American dyslexia education law.Based on the subject of the law,there are three stages in the evolution of the American dyslexia education law: the first stage is from 1975 to 2010,during which the American Federation led the introduction of the dyslexia education policy;The second stage is from 2011 to 2015.During this period,American states mainly promulgated the dyslexia education law.The third stage is from 2016 to now,the United States federal and state have carried out effective interaction to jointly formulate policies and laws related to dyslexia education.The second part constructs the analytical framework of this research paper.Multi-streams theory is a theory suitable for analyzing the policy agenda setting in the field of public policy.Therefore,through multi-streams theory,we can deconstruct many factors that promote the dyslexia education law in American States to enter the agenda setting stage.The third part explores the agenda-setting stage of the American dyslexia education law from the perspectives of problem stream,policy stream and political stream.The third chapter is the stream of the problem of agenda setting,exploring the driving factors of the education of dyslexic students from social issues to policy issues,including the definition of dyslexia from lack to clarity,the lack of school intervention to clear evaluation and service,and the demands of parents and public organizations.The fourth chapter is the policy stream of agenda setting.The dyslexia education law and dyslexia handbook promulgated in Texas provide a precedent and model for the introduction of dyslexia education laws in various States.In addition,the transformation of American education policy paradigm has prompted the dyslexia education laws in various States to enter the agenda setting stage.The fifth chapter is the political stream of agenda setting.As the advantages of students with dyslexia began to be discovered and accepted by the public,the concept of inclusive education and the universal promotion and landing of the compensatory education project prompted the American public to have a clear turn of opinion on students with dyslexia.
