At present,talents are an important resource and factor for the development of a country and a city.Especially in the period of rapid economic and social development,the demand for talents is stronger.Human resource management is especially important,especially for highlevel talents.According to relevant surveys,high-level talents play a key role in the effective development of the entire social economy.Based on the theories of human resource development and other aspects,this paper uses a variety of research methods to deeply analyze issues related to policy formulation and implementation effects for high-level talents.Guilin City is selected as the research object to analyze in detail the status quo of local high-level talent formulation and implementation,and discuss the existing problems and reasons.The problems are concentrated in the lack of attractiveness of policies,poor publicity effects,and ineffective implementation.Etc.,from the perspective of policy formulation,policy content,and policy implementation,an in-depth analysis of the causes of the problems has revealed that the main reason for the high-level talent policy problems in Guilin City is: the problems in policy formulation are concentrated in policy discontinuities;In terms of policy content,the policy system is not sound and the policy regulations are limited;in terms of policy implementation,the work docking between the various departments for policy implementation is not smooth,service implementation is difficult,and the implementation cycle is long.After analyzing the causes of the problems,in view of the three aspects of policy formulation and content,the attractiveness of the policy,and the specific implementation of the policy,based on the actual development of Guilin City,opinions and suggestions on policy optimization are put forward: On the one hand,we should standardize the formulation process and gradually improve the policy content system;on the attractiveness of policies,we should increase capital investment,improve incentive mechanisms,and improve the quality of policy services;on policy implementation,we should increase publicity and promotion,and build an information platform.Interpreting policies through multiple channels allows information to flow faster between departments,speeds up the efficiency of policy implementation,and finally pays attention to the supervision and assessment of talent work to grasp the effect of policy implementation.It is hoped that the research in this article can provide reference for the optimization of Guilin’s high-level talent policy and provide reference for the training of local high-level talents.
