In today's world,it has been transformed from globalization of trade and capital t o the globalization of talent.In order to maintain the momentum of development in the new round of innovation-driven development strategy,the accumulation of talents,es pecially high-level talents,is very important.High-level talent policy has a guiding rol e in doing a good job of human resource talent,it directly determines the core element s of the prime number and the economic benefits of "talents".Under the guidance of t he relevant policies of the central authorities,all localities have introduced correspondi ng talent policies.H City developed a series of supporting talent policy according to th eir own situation,in the implementation of the central,provincial and municipal talent policy.The paper takes the theory of human capital and the theory of public policy as the theoretical basis.Through field surveys and other research methods,it summarizes ex isting high-level personnel H city and analyzes the problems of those policies,such as imcomplete policy system,lack of balance degree?innovation,poor execution andunremarkable achievements.This paper analyzes the cause of the problems,mainly as follows:lack of scientific system planning,the poor talent concept,lack of innonation,unsound feedback evaluation supervision system,low quality policy support and others.This paper use experience of domestic and overseas foe reference,especially good experience of high-level talent policy of Kunshan city,also a county-level city.It puts forward effective measures to improve human resource policy for H city.Mainly as follows:establish the correct concept of talent,scientific planning talent?build a complete policy system,strengthen policy innovation,establish a rigorous evaluation mechanism and improving supporting policy of the high-level talent policy.
