The country is established by talents,and the industry is prospered by talents.High level talents are the most scarce and precious strategic resources under the current global economic background.On the one hand,Guilin,as an underdeveloped minority area,is in the critical period of "two decisive victories".In order to further improve the ability of independent innovation,realize industrial optimization and upgrading,and seek new breakthroughs in development,it is urgent to provide strong intellectual guarantee by human resources;on the other hand,all localities in China have successively formulated talent introduction policies with local characteristics and relevant supporting measures A strong magnetic field to attract talents.Therefore,to formulate and implement the policy of Introducing High-level Talents in line with the actual situation of urban development is an important means to solve the short board of highlevel talents and promote urban development in Guilin.However,not all the work can be carried out as expected,and the actual implementation effect of many policies is not ideal.In view of this situation,this paper tries to break through the previous situation that only focused on the research of policy-making,but did not pay attention to the research of policy implementation.Starting from the four dimensions of Smith model,this paper analyzes the policy-making,executive agencies,target groups and implementation environment of Guilin’s high-level talents respectively;then,based on the history,this paper analyzes the policy-making,implementation agencies,target groups and implementation environment of Guilin’s high-level talents The analysis results of Mies model summarize the significant problems existing in the policy implementation,and analyze the reasons;finally,adhere to the problem-oriented,aiming at the problems found in the implementation process of Guilin high-level talent introduction policy,from the perspective of ideal policy,policy implementation agencies,target groups,implementation environment and other four dimensions,it puts forward targeted improvement of Guilin high-level The optimization proposal of talent introduction policy is more in line with the objective reality.The smooth implementation of the policy is guaranteed by the joint action of four factors and mutual coordination and harmony.In this paper,Smith model is used to study the implementation of high-level talent introduction policy in Guilin,which provides a new perspective for the introduction of high-leveltalents in Guilin,and has certain theoretical significance.Combining with the actual implementation of Guilin high-level talent introduction policy,this paper puts forward practical and feasible suggestions for government departments to make reasonable decisions,which has certain operability.
