High-level talent policy is an important way to attract innovative talents,promote industrial transformation,and accelerate economic development.The "Proposals of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and Long-Term Goals for 2035" adopted by the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China carried out special arrangements for the construction of the talent team,showing the work of talents.Of extreme importance.District J of Z City has the earliest start in the work of high-level talents in the city.Since 2013,the "Golden Phoenix" talent plan has been issued to the society,and mobilization orders for attracting high-level talents have been issued.Z City is in the forefront,with a certain degree of representativeness.Therefore,this article takes the J district of Z city as the research object,focuses on analyzing the problems and reasons existing in the implementation of the high-level talent policy in the J district,and proposes measures and suggestions for optimizing the high-level talent policy according to local actual conditions.This article uses questionnaire survey method,literature research method,interview method,combined with the statistical data obtained,to review and summarize the results of the implementation of the high-level talent policy in the J area,and at the same time,from the implementation of the government policy to achieve the goal and the high-level talent to investigate the implementation of the policy From two dimensions,through comprehensive analysis and trend comparison,it is found that the problems arising from the implementation of the high-level talent policy in Zone J include: first,the implementation of the high-level talent policy is not closely related to regional economic and social development,and the second is the lack of enjoyment of the high-level talent policy.Balanced and unbalanced.Third,the awareness rate of some high-level talent policies needs to be improved.Fourth,the service level of high-level talent policies is not high.Fifth,the appraisal results of high-level talent projects are not fully applied.Focusing on these five issues,the main reasons that affect the implementation of the high-level talent policy in Zone J are put forward: first,the high-level talent policy is not clear enough,the second is the high-level talent policy implementation mechanism is not sound enough,and the third is the information resources of the high-level talent policy.Insufficient.Fourth,the overall quality and work attitude of the executives need to be improved.Fifth,the assessment and management mechanism for high-level talent projects is not scientific enough.Accordingly,based on the problems and reasons discovered,this article starts with improving the policy mechanism,unifying understanding,strengthening publicity and other links,and proposes specific countermeasures to optimize the high-level talent policy,and provides reference opinions for the work practice of the functional departments of the J area. |
