In recent years,with the rapid development of domestic cities and high-tech zones,competition among talents between cities and high-tech zones has become increasingly fierce.In order to effectively attract and unite outstanding talents and achieve economic leap-forward development,cities and local high-tech zones have innovated and improved their talent policy systems.The talent policy of the high-tech zone is an important way to regulate and standardize the talent resources structure of the high-tech zone and promote the scientific development of industry and enterprises.The high-tech zone has become a strong policy highland,and it has gradually become an important way and an inevitable choice for winning talents in high-tech zones at all levels.However,some high-tech zones can gather outstanding talents at domestic and abroad,and the development of economic is rapid.Some high-tech zones attract talents but they are always out of disadvantage.It is a serious problem facing the balanced development of high-tech zones in China.Therefore,analyzing the effects and problems of the implementation of the talent policy in the high-tech zone has become the premise and key to optimizing the talent policy system of the high-tech zone.This paper mainly analyzes the condition of talent policy in five high-tech zones in Beijing Zhongguancun,Shanghai Zhangjiang,Chengdu High-tech Zone,Wuhan East Lake and Suzhou High-tech Zone.Based on the research ideas of "theoretical-method-ancient-analysis-summary",this paper first introduces the background,purpose,value and significance of the research,defines the key concepts,and focuses on the literature review of the research on talent policy in high-tech zones at home and abroad.,including research on the specific content,status,regional differences,mechanisms,and effectiveness evaluation of talent policies.Secondly,combing and summarizing the talent policies of each hightech zone,from the perspective of policy tools and policy objectives,departmental coordination of policy formulation,policy scope and characteristics,the paper analyzes the talent policy and explores the regularity of talent policy in high-tech zones.And features.Secondly,based on the development statistics of high-tech zones,through the construction of econometric models,combined with interviews and questionnaires,the talent policies of five high-tech zones were carried out in terms of regional competitiveness,human resources development and talent environment improvement.effect evaluation.Through the text analysis and effect analysis of talent policy,combined with interviews and questionnaire data,it summarizes the problems in the formulation,implementation and evaluation of talent policy,and puts forward suggestions on optimizing the talent policy system of domestic high-tech zones.Finally,the paper summarizes the whole thesis,and puts forward the limitations and shortcomings of this paper and the subsequent research directions.
