As traditional superior industry in China,textile and clothing industry has taken an important part in exports,and has played an important role in increasing employment.Being in the core area of ‘One Belt Road’,textile and clothing industry has been dramatically increased in scale in Xinjiang,which has augmented large amounts of employments.However,on another hand,textile and clothing industry in Xinjiang is still equipped with an unreasonable industrial structure,consisting of larger proportion of textile production and less proportion of clothing production.As the most active production element,human resources have largely effected the coordinated and sustainable development of textile and clothing industry.Against these backgrounds,study on coordination of textile & clothing industry with human resource in Xinjiang has large significance in reality.Firstly,qualitative analysis is used to describe the development and huamn resource of textile&clothing industry.Secondly,evaluation indexes systems of textile &clothing industry development as well as human resource in textile & clothing industry are built.Using data across 31 provinces in China from 2004~2018,weights of indexes in two evaluation systems are calculated through entropy method;the evaluation value of two systems are calculated through comprehensive evaluation method.Next,coordinated model of textile & clothing industry with human resource is built,and its coupling coordination value is calculated to evaluate the coordination.At last,to analysis the contributory factors on coordination,four assumes are brought based on evaluation analysis and related literature,then they are verified through panel data regression model,using data of provinces in continental region except Tibet.This paper has drawn main conclusions as followed:(1)Textile & clothing industry is being built completely gradually,and employment has been augmented largely,however,the structure is still unresonable.(2)Textile &clothing industry in Xinjiang has a relative low evaluation of industry development,being at the third echelon among 31 provinces;has went through a trend of down and up.Industry human resource evaluation is higher than the average of west region,and the working ability is the best.(3)There is a weak coupling effect between textile & clothing industry development system and human resource of textile & clothing industry system,which is at the state of antagonist;The coordination is low and has been disordered or on the verge of disorder.(4)Labor income in textile industry has a significant negative effect on the coordination;while labor income in clothing industry’s effect is not significant.Management in clothing industry has a significant positive effect on coordination,while management in clothing industry’s effect is not significant.Industry scale has a significant positive effect on coordination.Industry policy has a significant negative effect on coordination.Finally,supportive and relative reasonable propositions are given to policy makers,local leading enterprises and local middle & small enterprises,through the perspectives of augmenting the overall scale of textile&clothing industry,augmenting the scale of clothing industry,strengthening human capital,and optimizing the allocation of human resources,etc.
