| At present,China’s economic development has entered a new normal era,and serious practical issues such as the gradual disappearance of demographic dividends,overcapacity,and inadequate effective supply are urgently to be resolved.Therefore,reducing the structural mismatch between labor supply and demand,changing the mode of industrial development,and promoting the optimization and upgrading of the industrial structure are the core propositions for achieving coordinated economic development.The Yangtze River Economic Belt,which is one of the regions with the most comprehensive strength and strategic support in China,should give full play to its geographical advantages of the golden watercourse and the role of radiation in the Yangtze River Delta.Become a leading demonstration belt for strengthening the strategic layout of talent cultivation,constructing innovative talent cultivation models,gathering high-level talents and innovation teams,and coordinating the integrated development of industry,talents,regions,and science and technology.Based on the current era background,this paper explores the coupling and interaction mechanism between the accumulation of human capital and the upgrading of the industrial structure through a review of related theories and literatures.At the same level,It also evaluates the level of coupling and coordination between the accumulation of human capital and the upgrading of the industrial structure at the two levels of the Yangtze River Economic Belt,including the lower,middle and upper reaches of the river.Among them,firstly,dividing the Yangtze River Economic Belt into a whole,river basins and provinces,the descriptive statistical analysis method is used to analyze the development status and evolution trend of the two issues of the human capital accumulation level,industrial structure adjustment and upgrading.In order to grasp the main problems in the coupled and coordinated development of the composite system of human capital accumulation and industrial structure upgrading in the Yangtze River Economic Belt.Secondly,based on the changing characteristics of the human capital accumulation-industrial structure upgrading system,by constructing a system coupling coordination model and corresponding index system,the empirical analysis is used to evaluate the level of coupling and coordination between the accumulation of human capital and the upgrading of the industrial structure in the Yangtze River Economic Belt to further grasp and demonstrate the existence of related problems.Moreover,on the basis of clarifying the problems,this paper further uses the grey correlation analysis method to explore the important inducement of the current prominent problems in the coupling and coordinated development of human capital accumulation and industrial structure upgrading in the various basins and provinces of the Yangtze River economic belt.Combined with the above empirical analysis results,this paper puts forward the policy suggestions to realize the highly coupled and coordinated development of human capital accumulation and industrial structure upgrading in the Yangtze river economic belt.(1)Descriptive statistical analysis method is used to analyze the development status and find that: From the perspective of the whole river basin,both the level of human capital accumulation and the degree of industrial structure upgrade in the Yangtze River Economic Belt are lower than the national level in most years.It shows that both the accumulation of human capital and the upgrading of the industrial structure in the Yangtze River Economic Belt have not yet achieved a high level of improvement,leading to comprehensive and coordinated development between the two also faces daunting challenge.(2)System coupling coordination model is used to analyze and find that:At present,the contribution of human capital accumulation in most provinces and cities in the Yangtze River Economic Belt lags behind the adjustment and upgrading of the industrial structure.At the same time,the accumulation of human capital shows a more obvious regional differentiation.However,the fluctuation of the comprehensive contribution of industrial structure upgrade is relatively more violent,and its stability is worse than the former.From the perspective of the spatial and temporal evolution of the degree of coupling and coordination,the level of coupling and coordination in the Yangtze River Economic Belt has always been reflected in the development trend of "downstream> midstream> upstream".Among them,the improvement in the middle reaches of the river basin is the most obvious.(3)Grey correlation analysis is used to further analyze and find that:The influencing factors of the degree of coupling and coordination of the human capital accumulation-industrial structure upgrading composite system in the provinces and cities in the lower reaches of the Yangtze River Economic Belt are scattered.In terms of human capital accumulation,factor input,market output,and environmental support are all involved.In terms of industrial structure adjustment,it mainly focuses on the high-efficient industrial structure.The middle reaches of the Yangtze River Economic Belt are significantly affected by the factor inputs and market results,which are highly related to technological innovation,and the sophistication of industrial structure,the high-efficient of industrial structure.The accumulation of human capital in the upper reaches of the Yangtze River Economic Belt is intensively manifested by insufficient input of factors in higher education,and lack of knowledge innovation capabilities.As for the upgrading of the industrial structure,the problem of advanced industrial structure is more prominent.In view of the different problems existing in various river basins and provinces,this paper puts forward policy suggestions to improve the coupling and coordinated development of human capital accumulation and industrial structure upgrading in the Yangtze river economic belt from the following six aspects: pay attention to the development of higher education and improve the quality of human capital;optimize the allocation of innovation elements to stimulate the potential of knowledge innovation;support the improvement of medical conditions to ensure the health of the population;realize the internal coordination of industry and enhance the coupling degree of input and output;promote the marketization of innovation achievements and accelerate the process of upgrading industrial forms;strengthen environmental regulation and improve the efficiency of resource allocation. |
