Xinjiang Textile and garment industry after more than more than 60 years of development,has formed spinning,chemical fiber,printing and dyeing,clothing and other more complete industrial chain.As the traditional industry of Xinjiang's dominant resources conversion,the textile and garment industry has become one of the processing industries that can accommodate the largest number of employed people.Since the party's 18,the CPC Central Committee and the State Council attach great importance to the development of Xinjiang Textile and garment industry,and at the second central Xinjiang work Symposium put forward the implementation of the development of textile and garment industry in Xinjiang to promote employment strategy,In the CPC Central Committee,the State Council and the Autonomous Region party committee,the Government attaches great importance to and the support of Xinjiang provinces and cities,the rapid development of textile and garment industry,the significant enhancement of enterprise benefits,the role of employment absorption is obvious,Xinjiang Textile and garment industry has become the most important industry in Xinjiang to promote employment,especially the transfer of surplus labor force in southern Xinjiang.However,through field research,it is learned that there are still a series of problems in the employment of employees in textile and garment enterprises,such as small professional personnel,poor employment stability and large wastage rate,ect..Therefore,in order to better promote the development of Xinjiang Textile and garment industry and promote the transfer of surplus labor force,the research on employment of textile and garment industry is very important.This paper mainly studies the employment problem from two aspects of the employment quantity and employment quality of Xinjiang textile and garment industry.In the quantitative analysis of the employment growth of textile and garment enterprises,it is found that Prior to the implementation of a series of enabling policies,the number of employed persons was decreasing year by year,and after the application of the policy,there was a marked improvement,The absolute number and number of employees in textile and garment enterprises are increasing year by year,but in terms of relative quantity,the growth rate in 2017 is lower than that of 2016.By comparing with the employment absorptive power of other manufacturing industries,it is concluded that the employment absorptive capacity of the textile and garment industry is ranked ahead,It can be seen that Xinjiang textile and garment industry has a strong employment absorption force,but in order to achieve long-term development and promote more employment,it is necessary to expand the scale of industry and increase new employment.In the analysis of the employment quality of Xinjiang textile and garment industry practitioners,this paper uses the questionnaire survey method,the questionnaire according to the relevant definition of employment quality,and refer to the evaluation criteria of employment quality proposed by Liu Suhua.In the choice of the object of investigation,because Xinjiang Textile and garment industry enterprises are more and more dispersed,this paper selects Shihezi Economic and technological development zone and iron Gate Guan Economic and technological development zone as the research object to represent the employment quality of Xinjiang textile and garment industry.The research shows that: at present,the employment quality of Xinjiang textile and garment industry employees is generally low,which is manifested as low labor remuneration,not high welfare treatment,long working hours,uncertain career development,lower possibility of promotion and salary increase,etc.,and low employment satisfaction.Based on the above research conclusions,this study puts forward that it is necessary to vigorously develop textile and garment enterprises,prolong and perfect the industrial chain,expand the scale of employment,and increase the number of employment.At the same time,in the micro-organizational environment,we should provide good living security and working environment for employees,improve the quality of employment of employees in textile and garment enterprises,and realize the dual development of quantity and quality.
