Shanghai government has made a series of employment assistance policies since 1990 s to help a number of “weak in employment groups” getting stable jobs.These policies have played an important role in protecting the employment right of citizen and promoting social equality and stability.However,influenced by various factors,some “implementation blockings” happened during the implementation process of some employment assistance policies:(1)indifferent response of the target group;(2)a distortion in policy implementation process;(3)the limitation of employment channels;(4)low mobility in public labor organization;(5)difficulty in getting personnel information of the target groups.All of these blockings made the policy goals more difficult to realize.It is a meaningful study to analyze why the blockings would happen and how to deal with them,the study will also improve the implementation process of employment assistance policies and help more “weak in employment groups” to get their jobs.Under the New Public Management Theory and Incremental Policy-making Theory,literature analysis and interview methods are used in this study to analyze the current status of Shanghai employment assistance policy implementation,find out the existing “blockings” and it’s causes during the policy implementation process,based on T.B.Smith’s model,which gives an opinion that the policy implementation process is influenced by the “tensions” within and between the four main factors:the idealized policy,implementation organization,target group,environmental factors.And the study also aims to give some countermeasures and proposals to improve the implementation process of Shanghai employment assistance policy and help the government to realize the policy goal better.There are six parts of this study.The first part expatiates the background,significance,research mentality and research technique of this study,and also introduces the current status of the policy implementation process research in China and abroad.The second part is to do some concept definition relative to the study,give an introduction of the Smith’s model,and explain why the model is needed in this study.The third part expatiates the contents,implementation organization,target group and current status of Shanghai employment assistance policy,then analyses what “blockings” happened during the policy implementation process.The fourth part explains why the “blockings” happened based on the four factors of Smith’s model.The fifth part put forward some countermeasures and suggestions about how to improve the implementation of Shanghai employment assistance policy.The sixth part discusses the conclusion and the shortage of this study,and also provides some improving directions in the future work.
