In May 2015,the General Office of the State Council issued the Implementation Opinion on Deepening the Reform of Innovation and Entrepreneurship Education in Colleges and Universities,which marks the gradual improvement of the policy system of innovation and entrepreneurship in colleges and universities in China.In recent years,many colleges and universities in Qingdao have vigorously promoted the implementation of the“innovation and entrepreneurship” policy,and actively encouraged students to innovate and start a business.But in the course of various practices,universities in Qingdao have not achieved the perfect effect of implementing the innovation and entrepreneurship policy for college students.This paper firstly conducts a questionnaire survey of full-time ordinary college students of different types,disciplines,and levels in Qingdao,and collects 1177 valid questionnaires from 10 colleges which present the policy status quo and analyzes the data in order to recognize the present situation of implementing the innovation and entrepreneurship policy in Qingdao objectively.Then,researchers select 10 leaders,teachers,and college students who engaged in this activity and by analyzing those interviews,the researchers conduct the problems in the implementation problems of the innovation and entrepreneurship policy in Qingdao.Combined with the Smith policy execution model to deal with the interview content,summarized and analyzed the existing problems in the implementation of the "innovation and entrepreneurship " policy in Qingdao universities at first.The policy plan is unsatisfactory at the level of idealized policy,there is no joint force for policy implementation at the level of the implementing agency,the sense of participation is weak at the level of the target group,the environment of innovation and entrepreneurship is poor at the environmental level of policy implementation.Secondly,the researchers conclude and interpretate the reasons of problems arising from the implementation of the policy.As the analysis presents,it lacks clear innovation and entrepreneurship policy and lack of policy supervision and evaluation mechanism,the specialized departments and innovative entrepreneurship practice in schools,motives for participation and innovative entrepreneurial thinking of students,and innovative entrepreneurship culture and the cumulative impact of the original environment.Then,this paper introduces mature experiences of the implementation of the “innovation and entrepreneurship” policy of universities in Shanghai,Beijing,and Chengdu,which invokes the enlightenment of the effective implementation of the “innovation and entrepreneurship” policy in Qingdao.The article ends with questionnaire data,interview content,and relevant literaturematerials.On the basis of drawing on the mature experience of "innovation and entrepreneurship" policy implementation in other colleges and universities,the optimization ideas of the " innovation and entrepreneurship " policy implementation in Qingdao universities were introduced.The idealized policy should be perfected based on the idealized policy dimension,which is reflected in the improvement of the "innovation and entrepreneurship" policy monitoring and evaluation mechanism and the improvement of the "innovation and entrepreneurship" policy implementation supporting mechanism;A joint force for policy implementation should be formed based on the dimensions of the executive body,which is specifically manifested in the establishment of a special leading department,the establishment of a basic pattern of horizontal cooperation and vertical inheritance,and the strengthening of the " innovation and entrepreneurship" mentor team;It is necessary to enhance the motivation of college students to participate in "innovation and entrepreneurship" based on the dimensions of the target group,which is specifically reflected in strengthening the construction of the curriculum system of "innovation and entrepreneurship" education of college students,strengthening the driving role of "innovation and entrepreneurship" competitions for college students,and establishing a support system for "innovation and entrepreneurship";A good atmosphere conducive to policy implementation should be formed based on the dimensions of the policy environment,which is manifested in perfecting the propaganda mechanism of the " innovation and entrepreneurship " policy and shaping the innovation and entrepreneurship culture.
