| University undergraduate scholarship policy is an important part of China’s "award,assistance,loan,diligence,supplement,reduction" and other diversified funding policy system.Different from the "assistance,loan,diligence,supplement,reduction",the formulation of scholarship policy is to encourage undergraduates to study hard and guide undergraduates to develop in an all-round way.Of course,the scholarship can also provide certain economic support for the winners and play a role in improving the quality of undergraduate training.However,how is the implementation of this policy in universities?This study is an empirical study on the implementation of scholarship policy for undergraduates in A university.The research conducted a questionnaire survey on 347 undergraduates from grade two to grade four in A university.The results showed that only 32.56% of them knew well about the types and selection criteria of the university’s scholarship,only 17.57% of them attached great importance to the scholarship and were determined to get it,28.53% of them agreed that the scholarship winners played a leading role in demonstration,and51.3% of the students thought that the implementation effect of the scholarship policy for undergraduates in the University was average.The study also interviewed one staff member of the student department,three counselors from three colleges and 15 undergraduates.Based on the questionnaire data and interview data,this study uses the theory of policy implementation,incentive theory and information asymmetry theory to analyze the implementation of scholarship policy for undergraduates in A university.It is found that the implementation of the scholarship policy of A university has established a unified selection standard,standardized the application conditions,expanded the incentive level,and the selection method has been modified and piloted in time.However,there are still some problems in the implementation of undergraduate scholarship policy in A university.From the four dimensions of Smith model,theseproblems mainly include the policy text dimension: the weight setting of each index is unreasonable,and the quantification of evaluation rules is not accurate;the executive agency dimension: the evaluation process is not standardized and transparent,the publicity and guidance work is not in place,and the relevant systems and mechanisms are not perfect;the target group dimension: students do not pay enough attention to scholarships,and some undergraduates do not pay enough attention to scholarships Students’ bad competition leads to moral anomie and tense interpersonal relationship;dimension of executive environment: insufficient construction of study style,low coverage of scholarship,etc.In view of A university,based on the implementation of the scholarship policies of other universities in China,especially similar universities,this study suggests to improve the policy and its implementation,that is,to improve the scholarship policy text,the policy implementation process,the behavior of the target groups,and the policy implementation environment. |
