Research On The Policy Implementation Of Counselor Team Construction In Colleges And Universities In Nanning Based On Model Of T.B.Smith

Since the 18 th National Congress of the CPC,the Party and the state have attached great importance to the construction of college counselors.General Secretary Xi Jinping emphasized at the National Conference on Ideological and Political Work in Colleges and Universities in 2016 that "we should promote the construction of ideological and political work teams such as college counselors and class teachers as a whole to ensure that the ideological and political teams have a steady stream of successors." As the guide of ideological and political education of college students,college counselors play an extremely important role in colleges and universities.The smooth implementation of the policy of college counselor team construction is of great significance to improve the overall quality of college counselor teams,promote the all-round development of college students,maintain the security and stability of colleges and universities,and promote the smooth development of China’s higher education.However,some colleges and universities still face the phenomenon of deviation between the implementation effect and the policy goal in the policy practice of counselor team construction.Based on this,from the theoretical perspective of T.B.Smith’s policy implementation process model,this study takes the "Regulations on the Construction of Counselors in Ordinary Colleges and Universities(Order No.43)" as the policy text,and adopts a variety of research methods such as literature research,in-depth interviews and questionnaire survey.This study selects three colleges and universities in Nanning,Guangxi Zhuang Autonomous Region to carry out in-depth investigation.It found that there are some problems in the implementation of the counselor team construction policy in the universities in Nanning,such as incomplete counselor policy system,low implementation efficiency of policy enforcement entities,insufficient policy participation of college counselors,and poor policy implementation environment.On the basis of empirical research,this paper makes a comprehensive and systematic analysis on the four factors affecting the implementation of the policy on the construction of College Counselors in Yong,that is,the internal limitations of the College Counselors,the imperfect implementation mechanism of the policy implementation subject,the complexity of the behavioral motivation of college counselors,and limited support for the policy implementation environment.Finally,from the four dimensions of optimizing the policy text of college counselors and improving the policy system,improving the execution effectiveness of the main body of college counselors policy,correctly guiding the value choices and behaviors of college counselors,and optimizing the policy implementation environment of college counselors,the paper proposes strategies to promote the implementation of policies for the construction of college counselor in Nanning.Through the combing and study of relevant literature,this article hopes to provide decision-making reference for the implementation of the policy of college counselor team construction to a certain extent,so as to promote the construction of counselor teams in Nanning universities and even more colleges and universities to achieve practical results.
