For the past few years,the number of graduates of higher education in our country has been increasing year by year.According to the Ministry of Education,There are 10.76 million fresh graduates in the 2022 cohort of higher education institutions nationwide,and the scale and number of graduates both exceeded the 10 million mark.The number of graduates has broken through the ten million mark for the first time,and the scale and number have reached a new historical high.China’s social and economic development is currently entering a new normal,and the industrial structure is constantly being transformed and upgraded.,and the college graduates are facing a more severe and complex employment situation due to the impact of the epidemic.The employment issue has been highly concerned by the Party Central Committee,the State Council and the whole society.According to literature review,there is little research on the implementation of employment policies for college graduates in Yunnan Province.This paper adopts the analysis method of Smith’s policy implementation process model,based on Keynesian employment theory,supply side structural reform theory,and Smith’s policy implementation process theory model,from the perspective of college students’ employment policy itself,college students’ employment policy implementation agencies The object of the employment policy for college students,namely,college students and the implementation environment of the employment policy for college students,It also provides an in-depth analysis of the real-life problems in the implementation of employment policies for college graduates in Yunnan Province and the reasons for these problems,and puts forward targeted countermeasures to solve the difficulties of the implementation of the employment policy for college graduates in Yunnan Province,promoting the steady development of the implementation of the employment policy in Yunnan Province,and providing an important theoretical and practical basis for the implementation of the employment policy for college students in Yunnan Province.First of all,in-depth analysis and carding of domestic and foreign research on college students’ employment,and define the relevant concepts about college graduates,employment policies and other related concepts,as well as elaborate employment related theories.Secondly,it combs the historical evolution,policy types and policy texts of college students’ employment policies since the founding of New China.Then,through research and collection of relevant data on college employment in Yunnan Province,Using the Smith’s model framework,an empirical analysis of the implementation process of university student employment policies in Yunnan Province was conducted to reveal the practical difficulties faced in the implementation of employment policies for university graduates in Yunnan Province.It also provides an in-depth analysis of the real-life problems in the implementation of the employment policy for college graduates in Yunnan Province and the reasons for these problems.Finally based on this analysis we propose the response and recommendations to promote effective implementation of the employment policy for college graduates in Yunnan Province.Based on questionnaires,interviews and data collection and analysis,this study explores the content,implementation,effectiveness and problems of the employment policy for university graduates.
