The Optimization Research On Local Governments’ Talent Apartment Policy

Economic and social development needs talents,but with the rising house prices of major cities in China,the crowding out effect of talent is becoming more and more obviously.In this context,many local governments have made policies to solve the problems related to housing.As one of the supporting policies of talent work,the talent apartment policy is regarded as an important basis for attracting and retaining talents.Taking the talent apartment policy of Shanghai M district as a study case,this paper discusses the background and status quo of the policy implementation by literature review and expert interview.Based on the theory of public policy evaluation and framework,this paper evaluates the policy implementation,effect and output through the questionnaire survey and field survey in order to look for the problems existing in the talent apartment policy and put forward the optimization suggestions.This article mainly consists of the following six parts.The first part is the introduction.Describe the background,purpose and significance of research.The second part is theoretical frames and literature review.This part mainly defines the core concept and research scope,elaborates the relevant theoretical frames,reviews the current research results and.introduces ideas and methods of research The third part,taking M district as an example,analyzes the background,evolution,implementation status,achievements and deficiency of the policy.The fourth part is to build a framework of policy evaluation,analyze and evaluate the talent apartment policy of M district through factual analysis and questionnaire survey.The fifth part is to compare and analyze the experience and practice of the policy implementing in other typical areas.The sixth part,according to the research findings,proposes six suggestions for the policy optimization.First,perfect the supporting policies and give full play to the role of the government body.Second,increase capital investment,reasonably reduce rent and increase subsidy.Third,strengthen the location advantage and increase the choices of the house resources.Forth,speed up informatization construction and focus on potential users.Fifth,strengthen public opinion guidance,encourage enterprise to assume social responsibility.Lastly,attract social capital and build branded talent apartments,thus optimizing talent apartment policy and improving the living environment for talents.
