Research On The Implementation And Improvement Of Huizhou Talent Housing Security Policy

As talents are believed to be one of the most important resources for social development in the 21 st century,housing security has become a key factor in attracting and retaining talents.However,the current situation of high housing prices and rents increasingly contradicts the policy of providing talents with affordable housing in Huizhou city.Therefore Huizhou authorities need to study and improve the indemnificatory housing policies for talents so as to satisfy their rigid demand for houses.In recent years Huizhou city has implemented the "Wutong Talents Attracting Project",which intends to help the talents to settle down in Huizhou city by providing them with physical subsidies and housing subsidies that cover a large number of people.The policy has led to the increased number of talents attracted,less brain drain and created better climate for bringing in more talents.However,the study into development and implementation of the talent indemnificatory housing policies in Huizhou city,and the analysis of the current policy implementation through questionnaires and interviews,etc.,find that many problems exist in the implementation of the housing security policy for talents in Huizhou city.In terms of policy content,it covers a relatively small amount of talents with unclear standards and is lack of strong financial support or dynamic data updating guaranty mechanism.As for implementation process,the policy management operation mechanism is not perfect,the statistical data of talent housing is far from accurate and the policy supervision mechanism is not powerful enough.Furthermore,some problems also exist in the policy implementation results such as unfair treatment in actual policy implementation,the prominent discrepancy between the supply and demand of total indemnificatory houses and imperfect talent housing support facilities.Guided by the theories of incentive,human resource management,housing security and hierarchy of needs,and based on the current situation and existing problems of the implementation of the talent indemnificatory housing policies in Huizhou city,this paper summarizes the beneficial experience of the implementation of talent indemnificatory housing policies in Shenzhen,Suzhou,Shanghai,Wuhan,Ningbo and other cities in China,and puts forward countermeasures and suggestions to improve the talent indemnificatory housing policies in Huizhou city.This paper suggests that the government shall take steps to improve the policy contents including lowering the threshold of application,broadening the coverage of policy,implementing the systematic improvement plan of talent policy,giving preferential support to the fund policy of talents' living and establishing the dynamic management mechanism of talents.In addition,actions shall be taken to further improve the implementation process such as establishing the housing operation institutions consisting of professional personnel,improving the statistical mechanism of housing information for talents and strengthening the supervision of the implementation of housing policies for talents.Finally,the evaluation of policy implementation will be focused on better planning of housing security housing with industry orientation,more supervision and investigation and research to ensure the effectiveness of policies,better optimizing policy structure,increasing the total supply of policy security;deepening work reform,and implementing market-oriented evaluation mechanism.This paper aims at providing a reference for Huizhou's follow-up work of talent housing so as to help the city to attract and retain more talents.
