Today,with the rapid development of the knowledge economy,scientific and technological strength has become a key force to promote the rapid economic development of a region.The core of technological development lies in technological talents.To this end,local governments have spared no effort to promulgate various policies related to scientific and technological talents,with a view to gaining "favor" for scientific and technological talents.Although the talent policies promulgated by various regions have indeed attracted a lot of talents for the region to a certain extent,it has also caused vicious competition and serious homogenization of talent policies.As one of the best-developed cities in China,Shanghai and Shenzhen have significant advantages over other regions in their technological development,and their technological strength cannot be underestimated.In recent years,Shanghai has promulgated a series of scientific and technological talent policies for the grand goal of building a globally influential technological innovation center city,and Shenzhen for the goal of building a modern,international and innovative city.Based on this,from the perspective of policy-demand matching,this study uses policy tools and talent demand to build a two-dimensional analysis framework,and policy tool-talent demand-policy cooperation as the research path,which will 2015-2019 Shanghai and Shenzhen's science and technology talent policy is the research object.It compares and analyzes the compatibility of talent policy measures and talent demand between the two places,and finds the shortcomings of its policies.Based on this,it proposes relevant improvement measures.The research found that: 1.The science and technology talent policies of Shanghai and Shenzhen are generally in line with each other,and the demand for talents is better satisfied;2.The science and technology talent policies of Shanghai and Shenzhen have supply-type policy tools,"supply overrun",demand Insufficient supply of policy-based and environmental policy tools;Third,the supply of policy-based education and training and talent information support policy measures in the supply-based policy tools is relatively small,and the demand for talents is insufficient,and the fit is not high;Fourth,in environmental policy tools,Insufficient supply of laws and regulations,target planning,taxation and financial policy measures,and the policy content is generally vague and unable to effectively meet the needs of talents;Fifth,in demand-based policy tools,public technology procurement,trade control,management of overseas institutions and other measures are on the low side,unable to Meet the diverse needs of talents.In view of the problems in the policies of the two places,the policies need to be optimized from the following aspects.First of all,in the process of policy formulation,it is necessary to comprehensively use a variety of policy tools to achieve the optimal allocation of policy tool combinations,so that the role of various policy tools can be fully exerted,and policies can be more scientific and reasonable.Secondly,from the perspective of supply-oriented policies,it is necessary to improve talent training policies,provide talents with more opportunities to promote their growth and development,and meet the personal growth needs of talents;at the same time,we must increase the supply of talent information support.Third,from the perspective of environment-oriented policies,focus on optimizing the scientific research environment of talents,provide more financial taxation services for talents,and alleviate the difficulty of funding for talents in the process of technological innovation;and increase the intensity of strategic measures To better guide the development of talent work.Finally,from the perspective of demand-oriented policies,it is necessary to increase government purchases,strengthen the use of trade control measures,and actively develop overseas institutions to provide a stable market environment for technological talents.
