| In the process of building a socialist country in an all-round way,talents are the most basic and strategic support force.Local governments,particularly in economically developed regions,have recognized the importance of talent and have developed a series of talent introduction plans.The influx of talent also makes the problem of talent housing more and more prominent.Major cities have introduced housing security policies for talent.This paper takes the housing security policy for talents in first-tier cities as the research object.On the basis of elaborating the theory of social security and incentive,it makes a horizontal comparison of the policy contents of housing for talents in first-tier cities in three aspects: physical supply,monetary subsidy and supporting measures.Based on 123 housing security policies for talents in first-tier cities,text analysis is used to dig into the content of the policy text,extract keywords and form the social network relationship map.Combining the content and process of housing security policies for talents,the PMC index model of housing security policies for talents in first-tier cities is constructed,including 9 first-tier indicators and 43 second-tier indicators.Quantitative evaluation is carried out in three aspects: physical supply,monetary subsidies and support measures for talent housing in first-tier cities.The empirical analysis results show that the level of evaluation of housing security policies for talents in first-tier cities is acceptable,but there is a common problem.That is,the physical supply of housing for talents and support measures are not perfect.In addition,the four first-tier cities have different emphasis on housing security policies for talents.Beijing’s participation in policy objects and the mode of housing subsidies for talents is relatively weak;Shanghai’s talent housing policy has a strong pertinence in terms of talent destination,the coverage of policy objects is relatively narrow;Guangzhou has detailed provisions on policy objects and monetary subsidies,but weak provisions on talent housing withdrawal mechanism.The housing guarantee for talents in Shenzhen is relatively high,but the subsidy standard is relatively high.Based on this,this paper proposes to take affordable rental housing as one of the main ways of talent housing supply,and formulate supporting measures for diversified talent housing security.Beijing can encourage multi-subject participation and enrich the forms of monetary subsidies;Shanghai expands the talent group covered by the talent housing security policy;Guangzhou establishes a sound mechanism for access to talent housing;Shenzhen’s talent housing security management is developing in the direction of fine management to attract talents of higher quality and level. |
