Human resources is not only the first of today's society development,but but also is the talent competition of social and regional competition.China give the importment role to talent in the process of economic and society development.Under the guidance of the central government's personnal policy,local governments from the reality of the region,focus on tanlent introduction,use,mobility,motivation,etc,to enhance competitiveness and promote human social economic development have launched a series of personnel policy. As the same time,the local government formulated the related policies,thus forming a practical system of personnel policy.For talent-policy, the most important thing is whether the content is reasonable and operational. so the evaluation of Talented person policy trun out to be crucial. A perfect talent-policy evaluation system, and a rigorous talent-policy evaluation index system can scientifically evaluate the effect of talent-policies, find the formulation, implementation problems in the process, improve talent-policy, and promote comprehensive, coordinated and sustainable social and economic development.Because of the differences among geographical, social and economic environment and policy orientation, different local governments are committed to formulate different talent-policy which fit the development of this region. This paper starts the evaluation of talent-policy discourses based on it.This paper evaluate the effects of talent-policy through the establishment of evaluation index system, focusing on the connotation of talent-policy, the main content, the objectives to be achieved and the research of the situation at home and abroad. It can be divided into five parts:PartⅠ, introduction. This introduction introduce the main objective, importance and the current research situation home and aboard.PartⅡ, overview the related theories of evaluation of talent-policy. This includes related principals of talent-policy, the theories of evaluation of talent and the reference of talent-policy in developed countries.PartⅢ, the current situation and problems in the local government evaluation of talent-policy system.PartⅣ, the establishment of evaluation index system of talent-policy among the local governments.PartⅤ, the suggestions on the evaluation system of talent-policy.
