| Only with good rural governance can the society be stable and the country develop steadily.The report of the 19 th CPC National Congress clearly proposed the implementation of the rural revitalization strategy.As an important part of national governance,rural governance is the "last kilometer" for the Party and the government to connect with the masses.The level of rural governance has a direct impact on the modernization of national governance system and capacity.In October 2020,the 14 th Five-year Plan again proposed to "give priority to the development of agriculture and rural areas and comprehensively promote rural revitalization",insisting that solving problems related to agriculture,rural areas and farmers should be the top priority of the party’s work,taking the path of socialist rural revitalization with Chinese characteristics and comprehensively implementing the rural revitalization strategy.On February 21,2021,"the central committee of the communist party of China,the State Council on promoting rural revitalization of the opinions of the modernization of rural areas to speed up the agricultural release,this is the 21 st century since the 18 th guides the work of" three agriculture "the number one in the middle of the file,the documents also provides the perfect regional rural governance policy guidance,points the way forward.Under the new situation,new models of rural governance continue to emerge across the country.Through research and comparison,the current situation of rural governance can be deeply analyzed,problems can be found,countermeasures can be put forward,and modernization of rural governance system and governance capacity can be accelerated to enhance people’s happiness.This paper takes Q Village,Dacheng County,Langfang city,Hebei Province as an example.From the perspective of rural collective economy,it firstly combs some research results of previous scholars,expounds concepts such as rural governance and rural collective economy,clarifies relevant governance theories,and lays a theoretical foundation throughout the whole paper.Secondly,it puts forward that Q Village in Dacheng County is currently in the predicament of imperfect public service facilities,hollowing out of the countryside,severe employment situation of villagers and low level of villager autonomy.A questionnaire is designed to analyze the causes of the current predicament by combining the questionnaire and interview.Full-text integrated using the theory of good governance,combined with literature analysis,field survey method,case analysis and interview method,the study found that the current dacheng county Q village rural governance problem is mainly due to the village collective economy is not developed,leading to young adults mostly migrant workers,rural governance body loss,rural left-behind workers because of congenital deficiency and defect,the day after tomorrow Lack of political sensitivity,negative attitude towards participation in governance.In addition,due to the underdeveloped collective economy of the village,the public service facilities of the village cannot meet the daily needs of the villagers,which leads to the dissatisfaction of the villagers and the low degree of cooperation in governance work,resulting in the low level of rural governance in Q Village.By drawing lessons from the practical experience of some well-developed villages in China,the author puts forward the development and expansion of village collective economy.Strengthen the construction of high-quality personnel in rural areas;Enhance villagers’ participation consciousness and willingness;To promote the diversification of governance subjects and other four suggestions,strive to improve the level of rural governance in Q Village,and provide a practical experience that can be used for reference,replication and implementation for other rural governance of the same type,so as to better implement the rural revitalization strategy and promote the modernization of rural governance. |
