Study On The Role Of Government In The Development Of Rural Collective Economy In F County Under The Background Of Rural Revitalization

The implementation of the rural revitalization strategy is a major strategic arrangement made by the Party and the state.The general requirements of rural revitalization are thriving industries,livable ecology,civilized village style,effective governance and prosperous life.Among them,thriving industries are the cornerstone and prosperous life is the goal,and the rural collective economy is an important link between them.The development of rural collective economy will certainly make farmers’ lives more prosperous.Therefore,how to take effective measures to actively promote rural collective economic development is also becoming the important subject of current government at all levels.F County government has made some achievements in promoting the development of rural collective economy by innovating the forms of cadre training,formulating and issuing schemes,actively striving for support funds and setting up typical leading figures.However,there are still problems to be solved in the play of the role of the government.Based on the development of rural collective economy in the whole county of F County,this paper understands the current situation of rural collective economy in F county by referring to a large number of Chinese and foreign literature,visiting relevant government departments of F County on the spot,collecting statistics and retrieving questionnaires,and finds that in the process of promoting the development of rural collective economy in F county,There are still deficiencies in the government’s role in publicity and guidance,overall planning,help and support,supervision and management,etc.A deep analysis of the causes of these problems is mainly caused by the deviation of the government’s development concept,the weakening of management personnel,the shortage of government financial funds and the lack of supervision and assessment mechanism.This seriously affects and restricts the whole process of F County rural collective economic development.In view of this,on the basis of fully combining the general situation of F County,combined with the theory of collaborative governance and service-oriented government,this paper puts forward four targeted solutions that the government should innovate the ideas of collective economic development,strengthen the construction of management talent team,increase the support of policy funds and improve the supervision and management mechanism.It is expected to provide practical reference suggestions for F County to play the role of the government in promoting the development and growth of the rural collective economy,and form a good situation in which the government actively transforms its functions,enterprises,the "two committees" of the village and villagers and other subjects cooperate and co-govern,and finally realize the goal and aspiration of the development and growth of the rural collective economy and the common prosperity of farmers.
