Research On The Dilemma And Countermeasures Of Rural Grassroots Governance Under The Background Of Rural Revitalization Strategy

In recent,the rural revitalization strategy is guiding the action guide for China’s rural industry,rural style civilization,ecology and rule of law,which is important for realizing the modernization of rural grass-roots governance and rural areas.With the development of the reform of opening up and urbanization,it has achieved great results of China’s rural grassroots governance,but it is also facing new and complex challenges of the times.Particularly,the problem of "three rural areas" is deepening day by day presently,and whether or not we can deconstruct and solve the dilemma of rural governance is related to rural stability and to realize the goal of national modernization.So,under the guidance of the rural revitalization strategy,how to achieve rural revitalization and rural grassroots governance,how to solve the dilemma of rural grassroots governance,and how to make rural grassroots governance in the new period have become practical problems that need to be solved to promote the rural grassroots governance.This paper takes J county as an example,based on the background of the "rural revitalization" strategy,combined with the investigation of the rural grassroots governance practice in J county,through a questionnaire survey of the villagers in J county,to understand the villagers’ implementation of "rural revitalization" strategy and the effect of rural grassroots governance It analyzes the factors that affect the enthusiasm of villagers to participate in rural grassroots governance,and explores measures that can stimulate the enthusiasm of villagers to participate in rural grassroots governance.Difficulties in grassroots governance and problems that need to be solved urgently.Combined with the collected literature and materials,we analyze the deficiencies and lack of roles in the process of rural grassroots governance from different perspectives,and find that there are still many problems in the rural grassroots governance in J County that need to be solved urgently: First,the main body of grassroots governance lacks vitality,and the grassroots government is easy to "offside".,"absence",some village affairs management is formalized,and grass-roots cadres’ governance capabilities need to be improved;second,rural villagers’ self-governance is a mere formality,the problem of losing young and middle-aged population and "hollowing out" in rural areas is serious,and villagers’ awareness of participating in grass-roots governance and The ability is not high,and there is a lack of governance talents;third,the rural industrial foundation is relatively weak,the government financial subsidies are weak,the development of rural industries is limited,the profit of agricultural production is low,and the shortage of funds restricts the development of grassroots;fourth,the implementation of rural grassroots policies is not in place,traditional governance The concept is deeply rooted,the role of grassroots democratic supervision is absent,and the construction of the rule of law at the grassroots level in rural areas is slow.Comparing with the existing problems of rural grassroots governance in J County,this paper improves the governance system of rural grassroots governance in J County from four perspectives.Build a grass-roots governance pattern led by the government and multi-party participation;second,adhere to people-oriented,improve public services,retain more young talents,strengthen the introduction and cultivation of local governance talents,strengthen the education of villagers,and improve villagers’ awareness of participation and autonomy.The third is to vigorously develop the rural collective economy,increase financial support from the government,help industrial development,develop large-scale land management,vigorously develop modern agriculture,actively innovate characteristic industries,and promote the development of rural industrialization;four It is to standardize and improve the rural grassroots governance model,strengthen publicity and education,improve the service awareness and service concept of grassroots cadres,set up a convenient reporting platform,vigorously promote the openness of village affairs,strengthen legal education,and improve the level of grassroots government administration according to law.This thesis is mainly based on the current situation of rural grassroots governance and implementation of the "rural revitalization" strategy in J County,deeply analyzes the dilemma faced in rural grassroots governance,and tries to explore an optimization path suitable for rural grassroots governance in J County according to the practice survey,and at the same time provides some references for the practice of rural grassroots governance in J County in China.
