Policy Optimization Research On Rural Collective Economic Development Of Y County Under The Vision Of Rural Revitalization

Solving issues related to agriculture,rural areas and farmers is a top priority in the work of the whole CPC members.The Fifth Plenary Session of the 19 th CPC Central Committee adopted the "Proposal of the CPC Central Committee on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Vision Goals for the Year 2035".The proposal points out that the priority should be given to developing agriculture and rural areas,comprehensively promoting rural revitalization,and following the path of rural revitalization with Chinese characteristics.Will deepen rural reform and develop the rural collective economy.The rural collective economy has provided an important guarantee for the economic and social development of rural areas,the modernization of agriculture and rural areas,and the consolidation of grass-roots political power.The rural collective economy also plays an important role in providing the material basis for the public service and public products in rural areas,improving the villagers’ life and agricultural production conditions,enhancing the scattered small-peasant household management ability to resist risks,achieving the vision which is strong agriculture,beautiful countryside and rich farmers.Nowadays,after comprehensively completing the building of a moderately prosperous society and achieving the first centenary goal,China will build on the momentum and embark on a new journey towards the second centenary goal which is building a modern socialist country in all respects.At this important juncture of era,consolidating and expanding the achievements of poverty alleviation,solving the heavy and arduous rural problems,and implementing the rural revitalization strategy are inseparable from the development of rural collective economy.Therefore,under the background of the in-depth implementation of rural revitalization strategy,the research of government on the policy of how to guide and develop rural collective economy is becoming the necessary requirement of comprehensively promoting rural revitalization and accelerating the modernization of agriculture and rural areas.The implementation and optimization of policies is also a subject that must be focused on by the Party committees and governments at all levels.This paper focus on the goal of researching how to optimize policy and develop rural collective economy,under the background of the implementation of rural revitalization strategy.This paper combines the theory of good governance and other related basic theories,concludes the rural collective economy development situation of Y county at present stage.In addition,G village was selected as the representative to conduct field visits,questionnaire surveys and data consulting.Combined with the actual situation of G village,this paper deeply analyzes the achievements,outstanding problems and main deficiencies of Y county’s policy on guiding and developing rural collective economy when processing at the grass-roots level.In view of the existing problems and deficiencies,in line with the principle of improving the existing governance capacity,the feasible path of optimizing the policy on developing rural collective economic in Y County is been put forward under the perspective of rural revitalization.It has certain practical significance,and may provide some reference for other regions.
