Human science and technology are increasing day by day,which makes humans more and more capable of exploiting nature.This makes the already deteriorating global environment full of variables due to more human activities.The most important of these is the global warming The recent global climate change has greatly affected the spatial and temporal distribution of rainfall.The frequency of extreme rainfall weather has increased,and the difficulty of predicting the scale and time of precipitation has further increased.This is not good news for urban flood control construction.As a gathering place for human life and production,cities have a strong influence on regional climate,geography,and the environment due to their large population and widespread facilities.For example,the urban heat island effect,coupled with the impact of global climate change As regional climate prediction becomes more difficult,cities will face more harm from the ecological climate,which is more threatening than ever.In addition,the complexity of the urban system has also deepened with economic development.As the capital city of Yunnan Province and a hub city in the international region,the complexity of the urban system is also deeper.Under this background,Kunming's urban managers will face greater pressure in the construction and management of urban flood control systems,and the field of public management is also complicated by the theory of resilient cities.An effective way for urban systems to respond to natural disasters.Using resilient city theory and related concepts to provide advice for urban management in Kunming is an important way to achieve sustainable development of Kunming and improve its ability to withstand disasters and restore cities after a disaster.This article first summarizes the flood situation in Kunming from 2008 to 2017 and the current flood prevention and control system in Kunming.Second,it summarizes the problems existing in the current flood and air defense system from the perspective of resilient city theory.Existing problems are analyzed in detail,and the reasons for their formation are summarized.Finally,by summing up thesuccessful experiences of foreign resilient city construction and combining the current problems and causes of Kunming City,corresponding countermeasures and suggestions are proposed.This paper analyzes the problems of flood disasters in Kunming and theoretically provides a new perspective,broadens the application field for the improvement of the resilience management level of Kunming,especially the flood resilience level,and builds a city management with the concept of resilience The approach provides valuable research.
