Study On The Legalization Of Emergency Management In Jiayuguan City From The Perspective Of Resilience Management Measures In Jiayuguan City From The Perspective Of Resilience Management

With the rapid development of urbanization in China,urban risks increase.Faced with more and more complex disasters with complex causes,the concept of resilient governance is applied to urban emergency management.The concept of resilient governance is applied to emergency management.In response to emergencies,cities can dynamically adjust themselves to withstand disasters,adapt to the external environment,and deal with disasters with ease.This is the practical meaning of building resilient cities.We will strengthen the legalization of emergency management measures to provide scientific programs for effectively guaranteeing the standardization,institutionalization and legalization of emergency management.We will improve the efficiency of emergency management and make cities more resilient.From the perspective of resilience governance,this paper focuses on the research on the legalization of emergency management measures in Jiayuguan City.With the theoretical support of resilience theory and triangular theory model of public safety,this paper studies the legalization status of emergency management measures in Jiayuguan City,and analyzes the case "9.4 Natural gas explosion accident in Y Community of Jiayuguan City".The research found that the legal standard of emergency management system needs to be improved,the legal barrier of emergency management information system still exists,the legal integration of emergency management resources needs to be strengthened,the legal system of emergency management publicity and education needs to be strengthened,and the legal system of social forces of emergency management needs to be strengthened.The main reasons are analyzed as follows:lack of resilience in emergency management system construction,lack of resilience in emergency management information construction,lack of resilience in emergency resource scheduling and management,lack of resilience in emergency publicity and education methods,and lack of resilience in emergency social forces.Therefore,to promote the legalization of emergency management measures in Jiayuguan City,it is necessary to improve the emergency resource security system,enhance social participation,strengthen emergency plan management and institutional resilience construction,make good use of information emergency response means,increase emergency publicity and education to improve cultural resilience,and promote the improvement of local legislation and system of emergency management.
