| Due to the particularity of public security organs’ work,they are vulnerable to high attention from the public.In the 5G era of universal media,it has become normal for public opinions concerning police to break out at any time.Police-related online public opinions are related to the credibility of the public security organs,the harmonious relationship between the police and the people and even the stable order of the whole society.The management of police-related online public opinions is an important issue for the modernization of public security organs’ governance system and capacity.There are abundant achievements in the guidance of police-related online public opinions and research on coping strategies,but most of them are based on the governance mode of coordination and cooperation among the main bodies in the system,and there is generally a lack of analysis from the governance perspective of multiple co-governance of social forces led by the public security organs.Social capital theory provides a new perspective for the governance of police-related online public opinion,and its emphasis on relationship network,trust and norms and other elements highly fit the needs of police-related online public opinion governance.Based on social capital theory and governance theory,this paper adopts basic research methods such as literature research method and case analysis method,and tries to explore new ideas of police-related network public opinion governance.This paper sorted out and defined the definition and characteristics of police-related online public opinion,police-related online public opinion governance and its principles.On this basis,it analyzed the relationship between policerelated online public opinion governance and social capital,and discussed the logical fit between police-related online public opinion governance and social capital from the three basic elements of trust,norms and network.It lays a theoretical foundation for analyzing police-related network public opinion governance from the perspective of social capital.From the perspective of social capital,this paper analyzes the dilemma of the current police-related network public opinion governance,mainly including the lack of trust leads to the difficulty of gathering cooperation forces,the blockage of relationship network leads to the unsmooth communication channels,the lack of norms leads to the difficulty of exerting binding force,etc.Finally,from the perspective of cultivating social capital stock,the paper puts forward the governance path for multiple subjects to jointly govern police-related online public opinion,and puts forward specific countermeasures such as enhancing the cooperative consciousness of multiple subjects by increasing trust stock,enriching the participation network to guide the orderly participation of multiple subjects,and strengthening the normative consciousness of multiple subjects by improving standardized capital.In order to improve the effectiveness of police-related network public opinion governance work to provide theoretical support. |
