Research On Problems And Countermeasures Of Grassroots Deliberative Democracy Construction In J District Of T City

Consultative democracy has a long history in China.Building a system of socialist consultative democracy is of great significance for the people to participate in the management of social affairs through consultation activities with reasonable procedures and complete links in accordance with the law.In recent years,under the correct leadership of the CPC Central Committee and The State Council on the top-level design of community-level consultative democracy,local people’s governments at all levels have actively explored the building of community-level consultative and democratic systems,constantly established and improved systems for the operation of consultative democracy,expanded the coverage of discussions,deepened the contents of consultations,and enriched the platforms for activities.Under the guidance of deliberative democracy theory and governance theory,this paper systematically studies the current situation of deliberative democracy construction at the grass-roots level in J District,T City through literature research,interview,questionnaire survey and case study.Through the research on the system design and development of the consultation mode currently practiced in J District,this paper analyzes the construction of grass-roots deliberative democracy in J District,and through the cognition and evaluation of grass-roots deliberative democracy activities by town and street cadres and grass-roots masses in J District,finds out the existing problems in the construction of grass-roots deliberative democracy in J District and thinks about them.From the research,it is found that the shortcomings are mainly reflected in the lack of overall design of the consultation system,the government leading the consultation process,the low quality of consultation opinions and the aging of consultation subjects.Based on the study and study of the practice mode of grass-roots deliberative democracy in advanced areas,it is suggested that we should further improve the construction of grass-roots deliberative democracy in J District by improving the system construction of grass-roots deliberative democracy,changing the role of the government,Improve the quality of public consultation and improve the efficiency of grassroots deliberative democracy through technology embedding,so as to promote the continuous progress of grass-roots deliberative democracy.
